Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for comprehensive turf maintenance of the Squadron Officer School (SOS) Outdoor Classrooms at Maxwell Air Force Base, AL. The goal is to maintain approximately 21.2 acres of Bermuda grass turf athletic surfaces and grass border areas to ensure a safe, healthy, and professional appearance.

• Areas to be maintained: 11 athletic fields and a 15-foot wide continuous border around each field.

• Key Tasks:

  • Application of herbicides, fertilizers, and pesticides to maintain a robust and healthy turf.
  • Slicing, topdressing, winter over-seeding, and repairing damaged areas.
  • Management of the existing irrigation system, including inspection, programming, and maintenance.
  • Ensuring surfaces are near weed-free and pest-free, and free of depressions greater than 1 inch.
  • Repairing bare areas larger than 12 inches in diameter within 3 working days of identification and completing repairs within 10 working days.

• Turf Condition: 95% weed-free, 97% free of turf-destroying insects.

• Surface Levelness: Prevent depressions exceeding 1 inch in depth, eliminating tripping hazards across 98% of the field area.

• Winter Over Seeding: Achieve and maintain 95% turf coverage during the Bermuda grass dormant period.

• Repair Timeliness: No more than two instances per month of failing to initiate repair within 3 days or complete repair within 10 days.

• Irrigation Programming: Improper programming resulting in over/under watering shall not exceed two instances per month.

• Irrigation System Maintenance: System components kept clean 95% of the time; malfunctions reported within 1 business day; monthly reports submitted within 5 days of inspection; all components fully functional with 98% of sprinkler heads and zones operating per design.

• Location: Maxwell Air Force Base, AL.

• Hours of Operation: Normal hours are Monday through Friday, 0700-1700, excluding Federal holidays. Extended hours may be required with prior approval.

• Chemical Applications: Contractor personnel must be State of Alabama certified. A weed/insect control plan must be submitted for approval prior to any application. Labels and Material Safety Data Sheets (MSDS) must be provided. Applications must comply with manufacturer instructions and environmental laws. Storage and mixing of chemicals are not allowed on site.

• Personnel: Contractor employees must conduct themselves professionally and maintain a technically trained and experienced workforce. Conflict of interest rules apply regarding employment of government personnel.

• Reporting: An annual schedule of work, chemical application reports, and irrigation inspection reports are required.

• Government Furnished Services: Utilities (electricity, water, sewer) and telephone service will be provided. Security forces and federal forms/publications will also be provided.

• Installation Access: Contractor personnel must obtain base identification and vehicle passes. Specific procedures for requesting and obtaining these are detailed.

• Environmental Protection & Safety: Contractor must comply with all applicable federal, state, and local laws and regulations.

• Contract Data Requirements List (CDRL): Specific deliverables and timelines are outlined in Table 5.1, including annual schedules, application programs, reports, and certifications.
