Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirement for a contractor to provide cloud web-based inventory management tools for the Fort Yuma Health Care Center (FYHCC). The objective is to enhance operational efficiency and decision-making through improved ordering, enterprise-wide inventory control, customizable reporting, and analytics.

• System Requirements: The system must be a cloud web-based solution accessible via a web browser, capable of monitoring/tracking stock, generating reports (including downloadable files), and supporting online ordering from various departments. It must include modules for Inventory Management (cost accounting, barcode scanning, mobile app, automated purchasing), Analytics & Reporting (real-time, custom, scheduled reports, product usage, reorder/spend reports, expiration/serial tracking), Purchasing (PO creation, authorization, EDI, attachments, digital signatures), Requisition (electronic, conversion to POs, expense tracking), Receiving (packing slips, lot/serial/expiration date tracking), and Helpdesk (online training, 24/7 support).

• Contract Awardee Responsibilities: Provide software for recording supply transactions (issues, adjustments, POs, receiving), ensure 24/7 availability of the online ordering dashboard, generate daily reports compatible with Microsoft programs, and offer comprehensive software servicing (updates, maintenance, troubleshooting, enhancement, customization, customer service).

• Integration & Project Management: The software must integrate throughout FYHCC facilities (OR, Pharmacy, Central Sterile Supply, satellite clinics). The contractor will provide a Project Manager for weekly meetings during the initial 90 days to guide setup, data integration, user training, and transition to support.

• Support & Training: Provide 24/7/365 support, telephone/email communication with the COR, and a designated representative for technical/contractual issues. Training on new/updated features must be provided via various methods (in-person, phone, video, guides, Microsoft Teams).

• Web Requirements: Communicate internet web changes in advance and ensure software usability across common browsers (Safari, Chrome, Firefox).

• The system must be fully functional and operational 24/7, 365 days per year.

• The online ordering dashboard must be available 24 hours a day, 7 days a week.

• Reports must be generated daily and integrate effortlessly with Microsoft programs.

• Period: A base year with four (4) one-year option periods.

• Place: Fort Yuma Health Care Center (FYHCC) and its associated facilities/clinics.

• Minimum Qualifications: Contractor must have a minimum of 20 years of experience in inventory management and healthcare software development.
