Justification for Sole Source
This acquisition is being conducted under FAR 13.106-1(b)(2) as Vizient, Inc. (specifically its ENVI solution) is identified as the only reasonably available source. Market research indicates that Vizient's proprietary, healthcare-specific system uniquely meets IHS operational, compliance, security, and integration requirements. Alternative systems were found to lack healthcare-specific functionality and pre-configured integration, requiring extensive customization, redevelopment, data migration, and retraining, leading to unacceptable costs, risks, and delays.
