To maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance for the 99th Readiness Division (RD).

This PWS outlines requirements for grounds maintenance services at Lewisburg USARC/OMS, 748 N Jefferson Street, Lewisburg WV 24901-9506. Services include mowing, edging, trimming, spring/fall cleanup, weeding/planting bed maintenance, and pruning/trimming of trees and shrubs. The contractor is responsible for providing all personnel, supplies, supervision, tools, materials, and equipment necessary for these services, adhering to all local, state, and federal regulations.

• Grass cutting height: 2-3 inches.

• Grass clippings and debris removal within 4 hours of cutting.

• Mowing frequency: Approximately every 14 days or as directed.

• Trimming and edging to be performed monthly in Northern Region (April-November) and Southern Region (March-November).

• Spring/Fall cleanup twice annually (March/April and November).

• Weeding/planting bed maintenance monthly (approx. 8 times/year).

• Pruning/trimming of trees/shrubs twice annually (April and September).

• Contractor must submit photos of services before and after completion within 24 hours.

• Invoices require a signed inspection checklist (Exhibit 2) and will not be processed without it.

• Period of Performance: One base year and four twelve-month option periods.

• Work Schedule: Monday through Friday, 8:00 AM to 4:30 PM, excluding Federal Holidays. No work during non-duty hours or weekends without prior approval.

• Service Season: March through November in the Southern Region (MD, VA, WV); April through November in the Northern Region (ME, NH, VT, MA, NY, NJ, PA, RI, CT, DE).

• Place of Performance: Lewisburg USARC/OMS, 748 N Jefferson Street, Lewisburg WV 24901-9506.

• Contract Type: Firm Fixed Price.

• Quality Control: Contractor must maintain an effective QC program.

• Quality Assurance: Government will evaluate performance per the Quality Assurance Surveillance Plan (QASP).

• Personnel: Must be capable, experienced, and maintain a neat appearance. English communication required. Contractor representative must be onsite during duty hours.

• Security: All personnel must comply with installation security regulations, including AT Level I and OPSEC training, and background checks for installation access.

• Environmental: Dispose of refuse off-installation at approved sites; comply with all environmental laws.

• Site Visit: Vendors are urged to conduct a site visit prior to submitting offers.

• Reporting: Manpower data must be reported into SAM.gov.
