Scope of Work

The contractor shall furnish, replace, and install a natural gas line with meter and regulator for the generator at the Haskell Indian Health Center. This includes:

• Replacing the existing 1" natural gas line with a 3" line and regulator, per manufacturer specifications.
• Coordinating with Black Hills Energy for main gas meter replacement and higher pressure regulator installation.
• Installing appropriate natural gas regulators and condensation traps at the generator, hot water tank, roof-mounted RTUs, and other gas-fired equipment.
• Assisting with natural gas system shutdown and restart, including checking/re-lighting pilot lights and ensuring all gas-fired RTUs are operational.
• Ensuring all natural gas powered equipment is operational after work completion.
• Adhering to all state/local codes, OSHA, NFPA, IBC, NEC, FGI Guidelines, and Joint Commission Codes.
• Contractors and sub-contractors must pass background checks.

• Contract Type: Request for Quotes (RFQ) 246-26-Q-0004, Combined Synopsis/Solicitation.
• Estimated Value: Between $25,000 and $100,000.
• Period of Performance: 120 calendar days from Notice to Proceed.
• Set-Aside: 100% Small Business.
• Place of Performance: Haskell Indian Health Center, 2415 Massachusetts St., Lawrence, KS 66046.
• Wage Determination: Davis Bacon General Wage Decision KS20250008 (01/03/2025) is incorporated.
• Bonds: A bid bond (SF24) of $35,000 is required. If the award exceeds $35,000, performance (SF25) and payment (SF25A) bonds will apply. Liquidated damages do not apply.

  • Technical specifications of the Statement of Work and acceptable materials list.
  • Two (2) relevant past performance examples (organization name, point of contact, project summary, award amount).
• Evaluation: Acceptable/non-acceptable basis. Quotes will be ranked by price (low to high), then evaluated for technical acceptability starting with the lowest priced quote. Award will be made to the responsible, responsive offeror offering the lowest reasonable price and meeting all technical specifications. The Government reserves the right to make an award without discussions.
• Clarifications: Press-fit steel gas piping systems are permitted if compliant. 3rd party commissioning is required. Contractor is responsible for connection to the main service meter.
