Quick Summary
The Department of the Air Force is conducting market research through a Sources Sought / Request for Information (RFI) to identify potential sources for High-Precision Mechanical Positioning Pan/Tilt Systems for Edwards Air Force Base (AFB). This RFI seeks Commercial-Off-The-Shelf (COTS) solutions to support various sensor payloads within the existing Telemetry infrastructure. Responses are due June 6, 2026, at 4:00 PM EST.
Scope of Work
The 420th Combined Test Force at Edwards AFB requires heavy-duty, high-precision pan/tilt units and associated integrated components. These systems must meet stringent physical, environmental, and cybersecurity specifications. Key requirements include:
- Cybersecurity & ATO Integration: Mandatory immediate integration into the existing NGDATS Authority to Operate (ATO) without triggering new baseline First Article Testing or Risk Management Framework (RMF) cycles.
- Wireless Prohibition: Absolutely no embedded or active wireless technology for Range security and ATO compliance.
- Data Transmission: Video and control via simplex fiber (single-mode) using standard IP and Pelco D protocols, supporting multi-node control with conventional joysticks.
- Mechanical & Environmental: Must support inverted mounting with design features to prevent water pooling, be weatherproof, and withstand extreme harsh range environments (up to 131°F, wind, rain, freezing, shock/vibration).
- Performance: Capable of movement speeds of at least 30°/second with a position resolution of 0.05° or better.

Information Requested
Interested parties should submit a capability statement addressing:
- Company overview (Name, CAGE, UEI, business size/socioeconomic status).
- Technical approach for proposed COTS equipment, specifically how it meets mechanical, environmental, and inverted mounting requirements.
- Confirmation of strict compliance with wireless prohibition and immediate NGDATS ATO integration.
- Details on multi-node control using multiple conventional joysticks.
