Quick Summary
The National Institute of Standards and Technology (NIST) is conducting a Sources Sought to identify vendors capable of providing Highspeed Optical Tracking Markerless Cameras and Installation for its Public Safety Communications Research (PSCR) Division in Boulder, CO. This market research aims to determine potential sources for a future competitive procurement, including small business set-aside opportunities. Responses are due June 26, 2026.
Purpose & Context
This is a market research tool, not a Request for Quotation (RFQ) or a commitment to award a contract. NIST seeks to identify firms, of all sizes (including SB, SDB, WOSB, HUBZone, SDVOSB, VOSB), that can meet the requirement. The information gathered will inform the acquisition strategy, potentially leading to a small business set-aside if at least two qualified small businesses are identified. The requirement falls under NAICS 334310 – Audio and Video Equipment Manufacturing with a 750-employee size standard.
Scope of Work
The requirement involves the reinstallation and configuration of an existing high-speed optical motion capture system, crucial for evaluating indoor localization systems for public safety and enabling "digital twin" capabilities. Key tasks include:
- Installation & Configuration: Install, configure, and calibrate 62 PrimeX13 cameras to a truss system in the "PSITC" room at NIST-Boulder, including Ethernet cabling.
- Software & Hardware Expansion: Provide two sets of passive markers and eight active marker kits compatible with existing OptiTrack hardware and Motive software. This includes markerless capture software for body and hands with 3-year licensing, plus an additional software license for a separate workstation for 3 years.
- Safety & Compliance: Develop a site-specific Safety Plan, provide all required safety equipment (PPE), conduct health hazard assessments, and ensure personnel comply with HSPD-12 for physical and logical access.
Period & Place of Performance
- Place: NIST-Boulder, CO.
- Delivery: Final system installation and configuration must be delivered for acceptance no later than 60 days After Receipt of Order (ARO).
Submission Requirements
Interested organizations should submit electronic capability statements, limited to five (5) pages or less, including:
- Company Profile (employees, locations, UEI, CAGE Code).
- Name of company providing the product.
- Manufacturer and country of origin of the product.
- Specification sheets and product examples meeting requirements.
- Typical lead time for delivery, installation, and training.
- Identification and verification of small business status.
- Any other relevant information for market research.
