Quick Summary
The Department of the Air Force, specifically the 354 CONS PK office at Eielson AFB, AK, has issued a Sources Sought notice for IDS Expansion Scoping. This is a Request for Information (RFI) only, aimed at gathering information for a comprehensive baseline assessment, inventory, and engineering design to modernize and expand the Vindicator Intrusion Detection System (IDS) and Access Control System (ACS) infrastructure at Eielson Air Force Base (EAFB) and associated Geographically Separated Units (GSUs). The ultimate goal is to produce an executable blueprint and Bill of Materials (BOM) for a full system overhaul in FY27. Questions regarding this requirement are due by June 19, 2026, 12:00 AM AKST. Quotes will not be accepted at this time.
Scope of Work
The effort involves a detailed assessment and design for the IDS/ACS infrastructure, including:
- Assessment and Inventory: Site-by-site inventory of current IDS/ACS components, documenting lifecycle status, network infrastructure (legacy copper vs. modern fiber), and system vulnerabilities.
- Site Surveys and Expansion Scoping: Physical surveys for expansion areas, including munitions, airfield, flightline operations tower optical and thermal solutions, license plate readers, and specialized access control systems.
- System Design and Engineering: Development of a detailed Installation Design Plan (IDP) incorporating the V6 Vindicator platform, integrating with CCTV/VICADS, and engineering new fiber optic cabling routes. The design must accommodate specialized viewing permissions and comply with DoD Risk Management Framework (RMF) and DISA Security Technical Implementation Guides (STIGs).
- Sparing and Maintenance Strategy: Development of a formalized sparing strategy and maintenance plan.
- Specific Locations: The project involves work at various buildings and spaces across Eielson AFB, requiring new installations, replacements, or upgrades of IDS/ACS components. Key requirements include the exclusive use of Honeywell Vindicator for IDS (unless full system replacement), fiber optic transmission capabilities, and a 1Gbps transmission speed.
