Statement of Work (SOW) / Performance Work Statement (PWS)

• Assessment and Inventory: Conduct a site-by-site inventory of all current EAFB IDS/ACS components, documenting lifecycle status, network infrastructure (legacy copper vs. modern fiber), and system vulnerabilities.

• Site Surveys and Expansion Scoping: Perform physical site surveys to assess conditions and infrastructure needs for expansion areas, including munitions, airfield, flightline operations tower optical and thermal solutions, license plate readers, and specialized access control systems.

• System Design and Engineering: Develop a detailed Installation Design Plan (IDP) incorporating the V6 Vindicator platform, integrating with CCTV/VICADS, and engineering new fiber optic cabling routes. The design must accommodate specialized viewing permissions and comply with DoD Risk Management Framework (RMF) and DISA Security Technical Implementation Guides (STIGs).

• Sparing and Maintenance Strategy: Develop a formalized sparing strategy and maintenance plan, establishing baseline inventory requirements for critical failure points.

• Project Management: 100% on-time submission of plans and reports; no more than one late meeting or report per month.

• Assessment & Surveys: Zero critical operational sites missed; reports must be 95% free of technical inaccuracies.

• Design & IDP: Deliverables must be on time, with government-directed corrections made within 5 business days.

• Sparing & Maintenance: BOM pricing must reflect current market rates; 100% compliance with OEM lifecycle standards.

• Information Security: Zero unauthorized disclosures of CUI; 100% adherence to photography/STIG protocols.

• Place of Performance: Eielson Air Force Base (EAFB), AK, and associated Geographically Separated Units (GSUs).

• Period of Performance: 180 Days from Date of Award (Days 151-180 reserved for final Government review, acceptance, and contract closeout).

• Security: A DD Form 254 is applicable. Contractor personnel performing surveys in restricted areas must possess appropriate security clearances (Secret or Top Secret/SCI). Photography and electronic device use are restricted without explicit authorization. All data generated is Controlled Unclassified Information (CUI) and must be handled accordingly. Cybersecurity compliance with DISA STIGs is mandatory.

• Applicable Regulations: Compliance with various DoD and Air Force security and infrastructure regulations is required.

• Government Furnished Items: Access to facilities, existing blueprints/as-built drawings/network topologies, and Points of Contact will be provided.
