Purpose
This Sources Sought notice is for informational purposes only and is not a Request for Proposal (RFP). The government is seeking to identify potential and eligible business firms capable of providing services to register and maintain enterprise-level Quality, Environmental, and Occupational Safety and Health (QEOSH) certifications for all depot Fleet Readiness Centers (FRCs).
Scope of Work
The contractor will be responsible for registering and maintaining certifications for FRC Southeast (FRCSE), FRC East (FRCE), and FRC Southwest (FRCSW) to ISO 9001, AS9110, ISO 14001, and ISO 45001. For FRC Mid-Atlantic (FRCMA) and FRC West (FRCW), only AS9110 registration maintenance is required. Services include providing qualified personnel and technical services for maintenance, repair, and overhaul of airframes, engines, and components, as well as field team support, manufacturing, engineering, and logistics services. The contractor must perform all required follow-up surveillance and maintenance audits and honor existing valid certifications.
Key Requirements
- Personnel: Contractor personnel must be U.S. citizens and eligible for Non-Critical Sensitive work.
- Cybersecurity: Cybersecurity Maturity Model Certification (CMMC) Level 1 self-certification is required, involving compliance with 110 security requirements derived from NIST SP 800-171. Compliance with Controlled Unclassified Information (CUI) protection and compatibility with Government IT environments at the CUI level are mandatory.
- Deliverables: Monthly Status Reports, Audit Plans, Audit Reports, and OASIS Quality Data Uploads.
- Work Location: Work will be performed at Government sites at the five FRC locations: FRCSE (Jacksonville, FL), FRCE (Cherry Point, NC), FRCSW (North Island, CA), FRCMA (Virginia Beach/Norfolk, VA), and FRCW (Lemoore, CA). Travel to these locations is anticipated.
