This Sources Sought notice is a market research tool to identify potential and eligible business firms capable of providing services related to International Organization of Standardization (ISO) 9001, ISO 14001, ISO 45001, and Aerospace Standard (AS) 9110 Registrations and Certifications for Depot Level Activities. This is for informational purposes only and is not a Request for Proposal (RFP).

• Provide qualified personnel and technical services to meet updated competency and security expectations for Fleet Readiness Centers (FRCs).

• Services include maintenance, repair, and overhaul of airframes, engines, and components, as well as field team support, manufacturing, engineering, and logistics services.

• Cybersecurity Compliance (CMMC Level 1) Self-Certification is required, involving compliance with 110 security requirements derived from NIST SP 800-171.

• The draft Statement of Work (SOW) is attached and details specific requirements.

• Anticipated Contract Type: Firm Fixed Price (FFP).

• Period of Performance/Ordering Period: September 30, 2026 – March 29, 2032 (includes FAR 52.217-8).

• Estimated Award Date: September 29, 2026.

• Work will be performed at Government sites at Fleet Readiness Centers (FRCSE, FRCE, FRCSW, FRCMA, FRCW).

• Interested businesses should submit a capabilities statement package demonstrating their ability to perform the services.

• Specific questions regarding company experience, management approach, staffing, and ISO support capabilities must be addressed.

Statement of Work (SOW)

This SOW outlines the requirements for the Contractor to register and maintain enterprise-level Quality, Environmental, and Occupational Safety and Health (QEOSH) certifications for all depot Fleet Readiness Centers (FRCs) to ensure conformance with applicable standards and regulatory requirements.

• The Contractor shall register and maintain certifications for FRC Southeast (FRCSE), FRC East (FRCE), and FRC Southwest (FRCSW) to ISO 9001, AS9110, ISO 14001, and ISO 45001.

• FRC Mid-Atlantic (FRCMA) and FRC West (FRCW) require maintenance of AS9110 registration only.

• The Contractor must perform all required follow-up surveillance and maintenance audits.

• The Contractor must honor existing certifications, provided they are valid and free from suspension or revocation.

• The SOW details specific audit types (Recertification, Surveillance) and frequencies.

• Deliverables include Monthly Status Reports, Audit Plans, Audit Reports, and OASIS Quality Data Uploads.

• Work will be performed at government sites, primarily at the five FRC locations: FRCSE (Jacksonville, FL), FRCE (Cherry Point, NC), FRCSW (North Island, CA), FRCMA (Virginia Beach/Norfolk, VA), and FRCW (Lemoore, CA).

• Approximately 100% of the work is performed at Government sites.

• Travel to these locations is anticipated.

• Contractor personnel must be U.S. citizens and eligible for Non-Critical Sensitive work.

• Compliance with security requirements, including Controlled Unclassified Information (CUI) protection, is mandatory.

• The Contractor must maintain compatibility with the Government IT environment at the CUI level.

• Cybersecurity Maturity Model Certification (CMMC) Level 1 applies.

• Overtime is not authorized under this contract.

• A formal Kickoff Meeting is required upon award.
