Sources Sought: IRVHAFL Autoclave Install Electrical Prep Work

Statement of Work (SOW)

To provide modifications to the electrical connections for four new autoclaves being installed at the Food and Drug Administration (FDA) Irvine Human and Animal Food Laboratory (IRVHAFL). This work is required before the new autoclaves can be fully installed and functional.

This SOW requires a licensed (C-10 electrical) contractor to perform electrical work for two new autoclaves on the first floor (wing 2) and two new autoclaves on the second floor (wing 3). Tasks include:

• First Floor (Wing 2):

  • De-energize and LOTO on two old autoclaves.
  • Remove existing conduit and wire from old autoclaves, leaving disconnects for new units.
  • Install conduit, wire, and supports from existing 480-volt disconnects to new autoclave connection points.
  • Supply specific circuits (120-volt 15-amp) for equipment power/controls, RO water controller, RO water delivery pump for each new autoclave.
  • Install new circuit breakers in the existing panel to feed power, vacuum pumps, and RO water system.
  • Provide updated panel schedules.

• Second Floor (Wing 3):

  • De-energize and LOTO on two old autoclaves.
  • Remove existing conduit and wire (rated for 100 amp) as new autoclaves require 150 amp.
  • Install EMT conduit, wire, and supports from existing panels (LL22, LL23) to supply new 208-volt 150-amp 3-phase circuits for new autoclaves.
  • Furnish and install Siemens reconditioned 3-pole 150-amp breakers.
  • Install 208-volt 200-amp fused disconnects with 150-amp fuses for each new autoclave.
  • Supply specific circuits (120-volt 15-amp, 208-volt 15-amp 3-phase) for equipment power/controls, vacuum pumps, RO water controller, and RO water delivery pump for each new autoclave.
  • Install new circuit breakers in existing panel LL23K.
  • Label new disconnects and breakers.
  • Provide updated panel schedules.

• Contractor shall provide service completion records to the Point of Contact (POC) upon completion.

• Period: Starts upon award execution. Immediate performance is desired as new autoclaves have arrived.

• Place: IRVHAFL, 19701 Fairchild Rd., Irvine, CA 92612.

• Contractor must possess a C-10 electrical license.

• Work must be completed before new autoclaves can be fully installed and functional.

• Electrical work as listed in the scope of this SOW.
