This Sources Sought Notice (SSN) is for market research and planning purposes only. The Indian Health Service (IHS) is seeking information to assess the capabilities of entities in providing medical staff professional support services, specifically credentialing and privileging of medical and allied professional staff. The information gathered will help determine the appropriate acquisition method and potential set-aside.

• Services sought include appropriate credentialing and privileging of medical and allied professional staff (permanent, contractors, students, volunteers, telehealth providers).

• Services must meet medical staff bylaws, AAAHC accreditation standards, and all applicable Federal, State, and other regulatory agency requirements.

• Familiarity with credentialing and privileging requirements for various medical professionals (family medicine, pediatrics, internal medicine, advanced practice nurses, dentists, psychologists, psychiatrists, telehealth providers) is required.

• The anticipated period of performance is one year from the date of award, with up to four additional one-year option periods.

• The applicable primary NAICS code is 541611 - Administrative Management and General Management Consulting Services.

• Responses are due by Thursday April 30, 2026, no later than 3:00pm EST.

• Submissions must be via email to shivani.patel@hhs.gov and Daniel.Weingarten@hhs.gov, with "Medical Staff – Your Company Name" in the subject line.

• A capability statement is required, demonstrating capability and experience in the task areas.

• The capability statement should include a Cover Page, Executive Summary, Technical Areas, and Past Performance.

• Generic capability statements are not sufficient.

• The tailored capability statement should not exceed 10 pages (excluding Past Performance).

• Responses must be in Microsoft Word or Adobe PDF format, standard 8-1/2 by 11 inch paper size, with font no less than 10 point.

• Priority for assessment will be given to: 1. Indian Small Business Economic Enterprises (ISBEE), 2. Indian Economic Enterprises (IEE), and 3. Small business concerns.

• Organizations not considered an ISBEE/IEE or small business under the applicable NAICS code should NOT submit a response.

• The SSN is used to determine the appropriate set-aside, if any.

• This notice does not obligate the Government to award a contract.

• Responses are strictly voluntary and will not be returned.

• No entitlements to payment will arise from submissions.

• No classified, confidential, or sensitive information should be included in the response.

Statement of Work (SOW)

To ensure the Indian Health Service (IHS)/Albuquerque Service Unit (ASU) provides safe patient care by ensuring clinical staff are properly credentialed, privileged, and compliant with all relevant regulatory, payer, and organizational standards.

• Provide credentialing and privileging services for medical and allied professional staff, including permanent staff, contractors, students, volunteers, and telehealth providers.

• Services must meet requirements specified in medical staff bylaws, Accreditation Association for Ambulatory Health Care (AAAHC) accreditation standards, and other applicable Federal, State, and regulatory agencies.

• Familiarity with credentialing and privileging requirements for various medical specialties is required.

• The contractor will coordinate the initial and reappointment application process, verify documentation, and ensure requested clinical privileges align with education and training.

• Monitor and track expiration dates for professional licensure, DEA licensure, prescribing licensure, and basic life support certification.

• Provide monthly performance reports including credentialing volume, cycle times, backlog, outstanding tasks, risk areas, and recommended process improvements.

• Period of Performance: One-year base period, plus four one-year option periods.

• Place of Performance: The contractor will be working remotely.

• Requires 32 hours per week, Monday through Friday, 0800-1630, excluding federal holidays.

• Requires IT clearance for access to email and the credentialing software program; no facility or patient health information access is needed.

• Must comply with the Privacy Act, HIPAA, and CFR 42 Part 2 regarding confidentiality.

• Contractor will provide computer workstations; Government will provide access to the credentialing software program.

• Familiarity with electronic credentialing software (e.g., MD Staff) is required.

• Clear communication with the facility Clinical Director, Albuquerque Area Credentialing Consultant, and CEO is necessary.

• Assistance in development and maintenance of privileging forms, templates, and criteria is required.

• Support internal or external audits of credentialing files and assist in regulatory reviews (CMS or AAAHC) as needed.

This document is the "Indian Health Service Buy Indian Act Indian Economic Enterprise Representation Form." It serves as a self-certification for offerors to confirm they meet the definition of an "Indian Economic Enterprise" as required by the Buy Indian Act. This form is to be submitted in response to a Sources Sought Notice, Request for Information (RFI), or Solicitation and resultant contract.

• Eligibility Requirements: Offerors must meet the definition of an "Indian Economic Enterprise" at the time of offer, contract award, and throughout the contract performance period. Any changes in eligibility must be immediately reported to the Contracting Officer.

  • Certifying Signature and Print Name
