Statement of Work (SOW) / Performance Work Statement (PWS)

To provide preventative maintenance drainage system services for the Northern Navajo Medical Center (NNMC) SR0001 (Main Hospital) and SR0004 (West Wing Administration Building). The goal is to systematically remove waste matter to maintain healthy conditions in the buildings' main drainage system.

• Preventative Maintenance Tasks: Includes bi-annual cleaning of drain lines in problem areas, jetting of drain lines (two 1-week visits), bio-clean treatment for drain lines, and high-resolution video camera inspections to assess pipe conditions (identifying blockages, cracks, or deterioration).

• Routine Inspections & Cleaning: Schedule regular inspections and cleaning of sewer lines to prevent debris buildup.

• Waste Management: Ensure waste from faucets, toilets, and drains is handled appropriately.

• Augering: Utilize mechanical augers as needed to clear buildup.

• Safety Program: Develop and maintain a comprehensive safety program, ensuring all personnel use Personal Protective Equipment (PPE) meeting OSHA requirements.

• Training & Recommendations: Train NNMC Maintenance Staff on best practices for maintaining drain lines.

• Service Reporting: Provide a completed service report for all preventative maintenance performed.

• Damage Repair: Immediately fix any damages caused during maintenance services.

• Work Area Maintenance: Maintain all work areas in a clean and orderly condition.

• Coordination: Work must be coordinated with Facility Management at least 120 hours (5 business days) in advance to minimize disruption to patient care.

• Reporting: A completed Service Report is required.

• Period: Base period of 12 months, followed by 4 option periods of 12 months each.

• Place: Northern Navajo Medical Center, U.S. Hwy, 491 North, Shiprock, New Mexico, 874120 (Main Hospital and West Wing).

• Licensing: Contractor must be licensed to perform plumbing drain line and other plumbing services in the State of New Mexico.

• Government Furnish: No government-furnished supplies or equipment are required.

• Contractor Furnish: Contractor must provide all labor, tools, materials, and supervision.

• Compliance: Comply with Hospital Policy, including Pre-construction Risk Assessments (PRCA), Interim Life Safety Measures (ILSM), and Infection Control Risk Assessments (ICRA).

• Security: Contractor personnel must check in with Facility Maintenance and be escorted to obtain a visitor badge.

Sources Sought Notice

This Sources Sought Notice (SSN) is for market research to assess industry capabilities for providing preventive plumbing maintenance services for the Northern Navajo Medical Center (NNMC) and the West Wing Administration Building. The objective is to maintain healthy conditions in the buildings' main drainage system by removing waste matter.

• Bi-annual drain line cleaning in identified problem areas.

• Jetting of drain lines during two one-week service visits.

• Application of Bio-Clean treatment to drain lines.

• Inspection of drain lines using a high-resolution video camera to assess overall condition, identifying blockages, cracks, pipe deterioration, and other deficiencies.

• The anticipated period of performance is one year from the date of award, with up to four additional one-year option periods.

• The applicable primary NAICS code is 238220 - Plumbing, Heating, and air conditioning contractors.

• This is a request for capability statements, not a solicitation.

• Responses are due by Tuesday, May 29, 2026, no later than 3:00 PM EST.

• Generic capability statements are not sufficient.

• The government will use responses to determine the appropriate set-aside, if any.

  2. Indian Economic Enterprises (IEE)
  3. Small business concerns

• Organizations not considered ISBEE/IEE or small business under the applicable NAICS code should not respond.

• This notice does not obligate the Government to award a contract.
