The 413th Contracting Support Brigade is conducting market research to identify potential sources capable of providing laboratory accreditation assessment services in support of Department of Defense Public Health Command – Pacific (DPHC-P), Division of Laboratory Sciences.
The Government anticipates a requirement for third-party laboratory accreditation assessment services conducted in accordance with ISO/IEC 17025 and applicable program-specific standards. The anticipated requirement will support multiple DoD laboratories and is structured around a three-year accreditation cycle, which may include a combination of on-site, virtual, and surveillance assessments.
The anticipated scope of services may include, but is not limited to:
- Initial or renewal on-site accreditation assessments
- Virtual or remote assessments, including document reviews
- Surveillance assessments conducted between full renewal cycles
- Assessment reporting, corrective action review, and scope modification processing
The Government anticipates that assessments will be required for laboratories located in the following areas:
- Camp Zama, Japan
- Joint Base Lewis-McChord (JBLM), Washington
- Honolulu, Hawaii

Laboratory scopes may include environmental, chemical, biological, molecular biology, and food analysis testing, and assessments may require both domestic and international travel. Services are anticipated to be recurring in nature and performed over a multi-year period in order to support continuous accreditation status.
The purpose of this Sources Sought notice is to determine the availability of qualified small business and large business sources capable of performing the described services and to assess the level of competition within the marketplace. This notice is issued solely for market research purposes and does not constitute a solicitation, request for proposal, or commitment by the Government to issue a solicitation or award a contract.
Interested vendors are requested to submit capability statements addressing their experience with ISO/IEC 17025 laboratory accreditation assessments, applicable laboratory disciplines, geographic coverage, and ability to perform on-site, virtual, and surveillance assessments for DoD laboratory environments. Please provide estimated pricing quotes for the described 3 year services, including pricing assumptions for each assessment type and location.
