Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for Janitorial Services to be performed for Federal Aviation Administration (FAA) Operational Facilities.

• The Contractor shall provide all personnel, equipment, tools, materials, supervision, and services necessary to perform janitorial services as specified.

• Tasks are limited to those listed in the SOW, adhering to defined minimum standards and frequencies.

• Services include cleaning of various areas such as restrooms, showers, locker rooms, kitchens, breakrooms, operational areas, wellness centers, and blood/bodily fluid cleanup.

• Specific tasks include waste/recycle receptacle management, policing grounds, cleaning smoking receptacles, surface dusting and cleaning, window and window covering cleaning, carpeted floors, tiles, rugs, and mats cleaning, uncarpeted floor maintenance, and stairwell/elevator/handicap lift cleaning.

• A Quality Control Plan must be established and maintained.

• Daily checklists and inspection reports are required.

• FAA Quality Assurance Surveillance will be conducted.

• Performance standards are defined for various tasks, ensuring surfaces are free of debris, stains, and odors.

• Site locations are specified in attached Appendices.

• Specific hours of operation for each location are stated in the Appendices; other work must be coordinated with the COR.

• Personnel: A Contract Manager must be provided, knowledgeable in safety and cleaning procedures. Employees must be identified, present a neat appearance, and adhere to facility rules. Backup employees are required.

• Training: Contractors must be trained on correct cleaning and disinfecting procedures, including SDS and HAZCOM.

• Security: Contractor is responsible for safeguarding Government property and adhering to physical security protocols, including badge and key control.

• Safety: Contractor is responsible for employee safety training, providing PPE, and maintaining an SDS log. No cell phone use is allowed in Operational areas.

• Utilities: Contractor must instruct employees in utilities conservation practices.

• Government-Furnished Property: Includes facilities, equipment, materials, and services like electrical power, sewer, and water.

• Contractor-Furnished Items: Includes supplies (soap, paper towels, etc.) and equipment (vacuums, buffers, etc.). A list and samples of materials must be submitted for COR approval.
