Statement of Work (SOW) / Performance Work Statement (PWS)

To obtain the services of a qualified and experienced Contractor to perform refuse and recycling collection, transportation, and disposal of solid waste for Leavenworth and Ft. Scott National Cemeteries.

• Provide and maintain refuse and recycling containers (6-yard general waste, 30-yard roll-off, and 20-yard on-call roll-off).

• Perform weekly pickup and servicing of 6-yard containers.

• Provide monthly pickup and delivery of 30-yard roll-off dumpsters for general waste, construction material, and green waste.

• Provide on-call delivery and pickup of 20-yard roll-off dumpsters for general waste and/or construction material within three business days of request.

• Handle extra tonnage charges for 30-yard roll-offs on a per-ton basis.

• Ensure all services are performed in a safe, timely, environmentally responsible, and compliant manner.

• Containers must be leakproof, covered, clean, and serviceable.

• Containers must be clearly labeled for refuse or recycling.

• Containers must be placed in designated areas.

• Weekly servicing of 6-yard containers.

• Monthly servicing of 30-yard roll-offs.

• On-call servicing of 20-yard roll-offs within 3 business days of request.

• Prompt cleanup of any spills.

• Containers to be pressure washed monthly (or twice monthly April-September) and sprayed with an EPA-approved deodorizer after emptying.

• Period of performance includes one Base Period and four Option Periods, each twelve months long, with a potential six-month extension.

• Services are for Leavenworth National Cemetery and Ft. Scott National Cemetery.

• Contractor must have a minimum of five years of experience in recycling and waste management.

• Personnel must communicate effectively in English and have required safety training (OSHA).
