Quick Summary

The U.S. Army Contracting Command – Rock Island, on behalf of the U.S. Army Medical Research and Development Command (USAMRDC), is conducting a Sources Sought for Medical Waste Incineration Services at Fort Detrick, MD. This is for a Government-Owned, Contractor-Operated (GOCO) facility to manage Regulated Medical Waste (RMW) from Biosafety Level 2 (BSL-2), BSL-3, and BSL-4 laboratories. Purpose & Scope

The USG seeks qualified sources capable of providing comprehensive operation, maintenance, and modernization services for the future medical waste incinerator. This includes incinerator operation and process control, ash management, air pollution control system maintenance, preventative and corrective maintenance, facility security, environmental monitoring, waste receiving/handling/tracking, emergency response, and record-keeping. The facility is projected to process over 1,000,000 pounds of RMW annually.

Draft PWS (v0.1) details: The draft Performance Work Statement outlines requirements for a 5-year base period and a 5-year option period, under a Firm-Fixed-Price (FFP) contract. Key performance standards include ≥98% incinerator availability, zero unreported permit exceedances, and ≥95% on-time PM tasks. Personnel must be qualified and certified, with the contractor requiring Maryland Department of the Environment certification as a Special Medical Waste (SMW) Hauler and a permit for Refuse Disposal by incineration.
