Evaluation
Firms must submit an SF330 package of qualifications (Parts I and II, limited to 30 pages). Evaluation criteria include: professional qualifications, specialized experience and technical competence (including energy conservation, pollution prevention, waste reduction), capacity to accomplish work, past performance, and location (within approximately 300 miles). A committee will review submissions, create a shortlist, and conduct interviews with a minimum of three firms to establish a pool of pre-qualified firms.
