Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Master Planning Support for indefinite delivery and indefinite quantity District Plan updates at Vance Air Force Base (AFB) and Kegelman Auxiliary Airfield (KAA).

• Develop and update district plans for Vance AFB and Kegelman Auxiliary Airfield.

• Collect data, work with installation participants, mission partners, and stakeholders.

• Produce thorough, professional, and high-quality district plans.

• Anticipated task orders include Vance Airfield District Plan, Kegelman Auxiliary Airfield District, Flightline District Plan, Training District Plan, Community District Plan, and Industrial District Plan over a 5-year period.

• Deliverables must be of acceptable quality, accuracy, timeliness, and completeness.

• Contractor must maintain an effective Quality Control Program (QCP).

• Each task order has a 12-month period of performance.

• Work will be completed primarily at the Contractor's office and partially onsite at Vance AFB and Kegelman Auxiliary Airfield.

• Contractor is responsible for all labor, management, investigations, studies, travel, facilities, supplies, equipment, and materials.

• Contractor must obtain and maintain all necessary registrations, certifications, licenses, permits, warrants, or permissions.

• All source data and products are property of the U.S. Government.

• Contractor shall provide information in the form of text, graphics, maps, GIS layers, and photographs.

• Primary technical services to be performed by individuals in architectural, GIS, planning, and engineering professions.

• Contractor must adhere to various Air Force standards and UFCs, as well as applicable federal, state, and industry standards.

Solicitation / RFP / RFQ

This announcement is a Request for Qualifications (RFQ) for Architect-Engineering-Planning firms to provide Master Planning Services at Vance Air Force Base (AFB), Oklahoma. ASRC, on behalf of Vance AFB, is seeking to establish a pool of pre-qualified firms for potential future task orders over a five-year period. This is a Sources Sought Notice, not a Request for Proposal. No costs will be reimbursed for responding, and there is no obligation to award a contract.

• Firms will be required to submit an SF330 to revise, refresh, and develop Master Plans, including Installation Development Plans (IDP), District Plans, Area Development Plans (ADP), and related community planning services for Vance AFB and Kegelman Auxiliary Airfield (KAA).

• Services may include development of district plans, area plans, validation plans, and other professional services related to the continuous management of the overall Installation Development Plan.

• Development will follow UFC 2-100-01 Installation Master Planning and the Department of the Air Force District Planning Playbook.

• ASRC is contemplating awarding firm-fixed-priced task orders over a five-year period, contingent on government funding.

• A task order contract will only result after a pool of selected firms is established, proposals are requested from pre-selected firms, and government funds are provided.

• Firms must submit an SF330 package of qualifications.

• Evaluation criteria include: professional qualifications, specialized experience and technical competence (including energy conservation, pollution prevention, waste reduction), capacity to accomplish work, past performance, and location (within approximately 300 miles).

• The SF330 (Parts I and II) should be limited to 30 pages of easily readable text, graphics, and pictures.

• A committee will review submissions, create a shortlist, and conduct interviews with a minimum of three firms to create the pool.

• This is a free and open Sources Sought Notice. No specific set-aside requirements are mentioned.
