Purpose

Scope of Work
The anticipated contract will cover support services for SSP's Nuclear Weapons Systems (NWS), encompassing acquisition, systems engineering, system security engineering, operations, deployed systems support, and training. Key areas include:
- NWS Acquisition Support: Technical, programmatic, and budget development; acquisition strategy; contracting package preparation.
- NWS Systems Engineering (SE) Support: Advising on SE policies, risk management, and root cause analysis.
- NWS Systems Security Engineering (SSE) Support: SME support for INWSS SSE, cybersecurity strategy, and policy.
- NWS Operations and Deployed Systems Support: SME support for INWSS operations and deployed systems, including the Transit Protection Program (TPP).
- NWS Training Support: Developing and implementing training strategies and modules.
- NWS Sea Launched Cruise Missile Nuclear (SLCM-N) Program Management Support: Program management for SSP capability activation, including MILCON activities and inter-branch coordination.

Set-Aside

Submission Requirements
Interested firms must submit a White Paper Capability Statement (maximum 10 pages, 12-point Times New Roman, 1" margins) via email to righthero.phillips@ssp.navy.mil. Submissions must detail:
- Minimum Qualifications/Experience: Documented possession of specific technical expertise related to NWS and SWS operational systems, vulnerabilities, trade studies, DoN policy, and US Navy program/system engineering support for Nuclear Weapons Surety programs. Firms must also identify their capability to develop and deliver Digital Engineering (DE) CDRLs.
- Relevant & Recent Experience: Provide contract references (within 5 years, with annual incurred costs of at least $2M) demonstrating similar scope, size, and complexity, including contract numbers, customer, role (prime/sub), contract type, period of performance, FTEs, and customer point of contact.
- Company Administrative Information: Company name, POC, address, UEI, CAGE Code, business size, ownership, years in business, and facility security clearance (TOP SECRET facility clearance, SECRET data processing capability).
Evaluation
Responses will be assessed based on the specific data and supporting content provided, focusing on the respondent's demonstrated possession of minimum qualifications, ability to manage and execute requirements, and capacity to perform the SOW requirements.
