Performance Work Statement (PWS)

This PWS outlines the requirements for continued support to the CDC's Office of Readiness and Response (ORR) for the CDCReady Responder Program. The goal is to expand, enhance, and sustain the agency's workforce preparedness program, building upon the existing foundation.

The contractor will provide senior project management, program planning and administration, curriculum and training development, strategic communication and stakeholder engagement, and program and training evaluation. Optional tasks include exercise planning/execution and emergency response training ramp-up.

Key responsibilities include:

• Project Management: Assigning a Senior Project Manager as the primary government contact, managing contract activities, and coordinating with stakeholders.

• Program Planning: Developing program components, processes, and materials to advance the CDCReady Responder program.

• Training Development: Enhancing and developing new training modules, ensuring alignment with CDC roles, and moving away from slide-based formats. This includes developing approximately 12 new trainings annually and updating existing ones.

• Communication & Engagement: Developing engagement strategies, communication plans, and materials to support program awareness and participation.

• Evaluation: Refining and implementing plans to monitor program and training progress, effectiveness, and accountability.

• Exercises (Optional): Planning, developing, and executing exercises aligned with the Homeland Security Exercise and Evaluation Program (HSEEP).

• Training Ramp-up (Optional): Rapidly developing or enhancing emergency responder training based on surge needs.

• Deliverables must meet specified formats and accessibility requirements (e.g., Section 508 compliance, SCORM compliance for LMS).

• Minimum of 10 fully approved training modules per year.

• Bi-weekly project updates and risk logs.

• Quarterly performance review briefings.

• Annual alignment summary.

• Period of Performance: September 1, 2026 – August 31, 2031 (Base Period + Four Option Periods).

• Place of Performance: Primarily remote; no routine requirement for onsite work. Work to be performed at the contractor's place of business or remotely.

• Staffing: Requires a Senior Project Manager and access to various specialists (Training, Informatics, Communications, etc.).

• Security: Compliance with HHS Information Security Program requirements, including safeguarding information and systems.

• Accessibility: All deliverables must meet Section 508 accessibility standards.

• Data Rights: The U.S. Government will have unlimited rights in all data and materials developed under the contract.

• Vendor Qualifications: Minimum of 3 years experience in instructional design for public health emergency response, proficiency in LMS integration, experience with CDC/HHS programs, and active SAM.gov registration are required.
