Scope of Work

This project addresses a contaminated groundwater plume by constructing a new GWTP designed to intercept and treat water to drinking water standards using sand filters, an Advanced Oxidation Process (AOP), and Granular Activated Carbon (GAC). The scope involves complete construction and commissioning, including:

  • Three groundwater recovery wells and associated underground piping.
  • Facility housing storage tanks, multiple filter types, AOP, and GAC units.
  • Construction of two new buildings (treatment plant and office).
  • Associated infrastructure: buried piping, pavements, vaults, FRP vertical storage tanks, steel backwash tank, Multimedia Vertical Pressure Filters (MMF), Horizontal Cartridge Filters, pumps, blowers, chemical feed systems (Sodium Hydroxide, Sodium Hypochlorite, Hydrogen Peroxide), foundations, concrete slabs, structural/architectural systems, electrical service (1200A, 277/480V), MCC for motor VFDs, HVAC, PLC and SCADA system, earthwork, site utilities, fencing, and fire protection.

If a set-aside occurs, FAR clause 52.219-14, Limitations on Subcontracting, will apply (prime must perform at least 15% of contract cost, excluding materials).

Interested firms must submit responses using the provided "Sources Sought Contractor Information Form" and "Project Information Form" (up to five relevant projects, two pages each). Required information includes:

  1. Contractor Information (UEI, CAGE Code, POC).
  2. Type of Business (small business designations).
  3. Bonding Capacity (surety name, per-project, and aggregate maximum).
  4. Construction Experience: Minimum two, maximum five relevant projects completed within the last seven years as a prime contractor. Projects must have a final construction cost of $20,000,000 or greater and demonstrate experience with Water/Wastewater/Groundwater Treatment Facilities for environmental remediation or water quality, including phased construction, utility plants near residential areas, startup of large GWTPs (≥ 2 MGD), and treatment systems like iron filtration, GAC, and AOP.
