This notice is a market research tool to determine the availability and adequacy of potential small business sources for construction services for Design-Bid-Build (DBB) Phase IV BEQ Repairs at Marine Corps Air Station, Beaufort, South Carolina. The project involves the repair of barracks rooms and building exteriors for two BEQs, each approximately 28,500 SF and containing 60 rooms. This is NOT a Request for Proposals (RFP), and no solicitation, specifications, or drawings are available at this time.

• Interested small businesses must submit a capabilities package.

• The package must include the Sources Sought Contractor Information Form and Sources Sought Project Information Form.

• Document a minimum of two (2) and a maximum of five (5) relevant construction projects completed within the past 10 years.

• Relevant projects must have a final construction cost of $10,000,000 or greater.

• Projects must be similar in scope and complexity, involving renovation or repair of lodging facilities (e.g., hotels, dormitories, barracks).

• Project descriptions must clearly identify new construction vs. repair/renovation and address how they meet the size, scope, and complexity requirements.

• The North American Industry Classification System (NAICS) Code is 236220 (Commercial and Institutional Building Construction) with a small business size standard of $45,000,000.

• The estimated magnitude of construction is between $25,000,000 and $100,000,000.

• The contract will include FAR clause 52.219-14 Limitations on Subcontracting.

• Responses are due no later than 05 June 2026 at 14:00 EDT.

• Late responses will not be accepted.

• Submission is electronic via email to Madison Tatem (madison.e.tatem.civ@us.navy.mil).

• Submissions must be limited to a 5Mb attachment.

• Request a read receipt or acknowledgement via reply email.

• All service-disabled veteran-owned small businesses (SDVOSB), veteran-owned small businesses (VOSB), certified HUB-Zone, certified 8(a), and women-owned small businesses (WOSB), and small businesses are encouraged to respond.

• Large business submittals will not be considered.

• The government will determine whether a set-aside acquisition is in the Government's best interest based on industry responses.

• If responding as an 8(a) Mentor-Protégé, indicate the percentage of work performed by the protégé and provide SBA approval letter if requested.

• The government will not pay for any information received.

• This notice is subject to change and does not bind the government to solicit or award a contract.

• All submitted information will be held confidentially and used only for the intended purpose.
