Sources Sought Notice

This notice is a market research tool to determine the availability and capability of eligible Small Business firms to perform construction services for a Design-Build project: Naval Air Maintenance Center for Excellence (NAMCE), Tension Fabric Structure (TFS) Hangar 122, at Naval Air Station Oceana, Virginia Beach, Virginia. The government is seeking information to decide if the procurement should be set-aside for small businesses. Large business submittals will not be considered.

• Design-Build project for a temporary, fully functional 48,000 sq ft Tension Fabric Structure (TFS) Hangar and 01/02 Spaces.

• Located at Naval Air Station Oceana, Virginia Beach, Virginia.

• Site is approximately 2.3 to 3 acres, with an expanded project area of approximately 40 acres including transit routes.

• Includes 20 supporting modular units for administrative and maintenance shop operations.

• Requires demolition of four existing buildings (over 9,000 sq ft total).

• Involves reconstruction of one 3,486 sq ft storage facility.

• Excavation required to a maximum depth of 10 feet.

• Procurement Method: Federal Acquisition Regulation (FAR) Part 15 (DEVIATION 2026-O0048), Contracting by Negotiation.

• Magnitude of Construction: $25,000,000 to $100,000,000.

• Anticipated Award: July 2026.

• NAICS Code: 236220 Commercial and Institutional Building Construction.

• Small Business Size Standard: $45,000,000.

• Interested sources must respond using the provided "Sources Sought Contractor Information Form" and "Project Information Form".

• Information not provided may prohibit consideration.

• For 8(a) Mentor-Protégé joint ventures, SBA approval of the agreement is required.

• Responses must include:

  1. Contractor Information (UEI, CAGE Code).
  2. Type of Business (Small Business, 8(a), HUBZone, SDVOSB, WOSB, EDWOSB).
  3. Bonding Capacity (Surety name, max per project, aggregate).
  4. Construction Experience: Submit 2-5 relevant government or commercial projects (prime contractor role only), completed within the last 5 years.
     • Projects must be $60,000,000 or greater in construction cost AND 48,000 sq ft or greater in size.
     • Scope: Temporary or permanent aviation/industrial facility.
     • Complexity: Must collectively demonstrate experience with FAA Obstruction Evaluations, flight line safety, specialized hangar infrastructure (fire suppression, HVAC), DoD Cybersecurity, ATFP standards, and Design-Build.

Its purpose is to collect detailed information about a contractor's past project experience that is relevant to the subject announcement. Bidders are instructed to submit up to five (5) projects using this form, with a limit of two pages per project.

The form requests the following information for each project:

• Contractor Name
• Contract Number, Delivery/Task Order Number, Project Number, Title, and Location
• Award Date and Final Contract Price
• Completion Date and percentage of project completion
• Type of Work (New Construction, Repair, Renovation)
