Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for replacing multiple cooling and heating coils in Building 227, which are original to the building and beyond their expected lifespan. The objective is to ensure the HVAC system can maintain temperature setpoints throughout the facility.

• Replacement of Cooling Coils: Replace cooling water coils in air handling unit AHU-1-1 and associated piping. This includes 4qty cooling coils for the lab unit AHU-1-1.

• Replacement of Heating Coils: Replace heating hot water coils in multiple air handling units: AHU-1-1, AHU-1-2, AHU-2-1, AHU-2-2, AHU-3-1, AHU-3-2, AHU-4-1, AHU-4-2, AHU-6-1, AHU-6-2, AHU-7-1, and AHU-7-2. This includes 4qty heating coils for lab units AHU-1-2 through 4-2, and 1qty heating coil for office units AHU-6-1 through 7-2. Total heating coils to be replaced: 36qty.

• Piping and Insulation: Replace associated piping connections up to specified valves and insulate piping components where insulation is missing or damaged.

• Materials and Labor: The contractor shall provide all necessary parts, labor, tools, equipment, materials, supplies, transportation, supervision, administration, management, and incidentals.

• Compliance: All work must comply with Federal, State, and Local requirements, as well as current editions of the International Building Code (IBC), ASHRAE Design Guide, and other applicable codes.

• Perform field verifications to confirm coil sizes.

• Provide and install new cooling and heating coils.

• Perform testing and balancing for air and water systems for all affected units.

• Insulate piping components.

• Daily Reports: The contractor must provide daily reports to the Contracting Officer's Representative (COR) via email within five (5) business days of the end of each workday. Reports must include date, weather, personnel on site, equipment on site, work performed with quantities, and pictures of tasks.

• Activity Hazard Analysis (AHA) & Submittals: Submit AHA and Material Data/Product Submittals to NIST.

• Period of Performance: Maximum of six (6) months from the date of notice to proceed.

• Place of Performance: National Institute of Standards and Technology (NIST) main campus, 100 Bureau Drive, Gaithersburg, Maryland.

• SAM Registration: Prospective contractors must be registered in the System for Award Management (SAM).

• Superintendent: A Prime Contractor Superintendent with decision-making authority must be on site at all times work is being performed.

• Security: Non-Government employees require pre-registration for site access. Notify COR at least 48 hours prior to site access, providing required personnel information. Follow specific procedures for visitor badges, vehicle access (cars and trucks), and truck inspections.

• Invoicing: All invoices must include a copy of certified payroll. Final invoices require a release of claims.

Sources Sought

This is a Request for Information (RFI) / Sources Sought notice issued by the National Institute of Standards and Technology (NIST) to conduct market research. NIST is seeking information on the availability and capability of small businesses and other than small businesses to replace cooling and heating coils in Building 227 at the NIST Gaithersburg, MD campus. This notice is for market research purposes only and is not a solicitation.

NIST has provided a draft Statement of Work (SOW) for review. The anticipated period of performance is six (6) months from the Notice to Proceed.

Industry sources are invited to review the draft SOW and submit responses by 1:00 PM EST on April 28, 2026, to brandon.butler@nist.gov. Responses should be in Microsoft Word or PDF format, use 12-point font, and be limited to ten pages (excluding cover page and commercial pricing). Responses should include:

• Cover page with notice details, company information, Unique Entity ID, POC, and website.
• Validation of company size status under NAICS 236220 (Commercial and Institutional Bldg. Construction) and SAM.gov registration status.
• Suggestions for improving the draft SOW for clarity and competitiveness.
• Suggested evaluation factors for award.
• Standard commercial pricing information (if available).
• An optional estimate for the draft SOW requirements (not a proposal).
• Information on the company's safety program.
• Details on compliance with DOT and other applicable regulations.
• Description of the company's ability to complete tasks in the SOW.
• For small businesses, confirmation of compliance with FAR clause 52.219-14, Limitations on Subcontracting, if applicable.
• Information on GSA Multiple Award Schedule contracts or other federal contracts under which NIST could place an order.

Respondents must validate their company size status under NAICS 236220. Small businesses should indicate their ability to comply with the Limitations on Subcontracting clause.

• Do not include proprietary, classified, or sensitive information.
• NIST may follow up for additional information.
• Teaming arrangements are permitted; all entities must provide requested information.
• Responses are voluntary and NIST may use the information without limitation.
• NIST is not obligated to award a contract or pay for information provided.
• NIST may publish a solicitation based on market research findings.
