Quick Summary
The Indian Health Service (IHS), specifically the Albuquerque Area Indian Health Service, is conducting a Sources Sought Notice for Operation and Management Training for the AAIHS/OEHE. This is a market research effort to identify businesses capable of providing hands-on water, wastewater, and solid waste operations and management training. The primary goal is to determine if an Indian Small Business Economic Enterprise (ISBEE) Set-Aside or a Total Small Business Set-Aside can fulfill the requirements. Responses are due by July 3, 2026, at 12:00 pm MST.
Scope of Work
The requirement is for hands-on water, wastewater, and solid waste operations and management training for tribal utility and IHS staff across the lower 48 States and Alaska. The vendor must have an existing catalog of "off-the-shelf" or minimally modifiable courses. Training can be web-facilitated, in-person (requiring at least 33% kinesthetic exercises), or newly developed. Instructors must have a minimum of 5 years' experience in water, wastewater, and/or solid waste operations in communities of 15-2500 connections, and 5 years' experience in related training/support to tribal or rural communities, with operator certification levels 2+ being a plus. The IHS may require updates and execution of government-owned training content.
