Quick Summary

The Defense Health Agency (DHA) is conducting market research through this Sources Sought Notice (SSN) to identify capable sources for Product Lifecycle Management (PLM) activities related to a Single Donor, Type Specific, Universal Freeze-Dried Plasma (FDP) product. The goal is to develop, license, and sustain this FDP product in accordance with Department of War (DoW) acquisition systems, FDA regulations, and industry best practices. If no other capable sources are identified, the DHA intends to award a sole-source contract to Vascular Solutions LLC. Responses are due by June 2, 2026, at 2:00 p.m. local time.

Scope of Work

This SSN seeks sources to provide PLM activities necessary to sustain the commercial viability of a Freeze-Dried Plasma (FDP) product. This includes development, licensing, and ongoing sustainment efforts. The product is specifically a Single Donor, Type Specific, Universal FDP. The work must adhere to the Department of War Acquisition System, U.S. Food and Drug Administration (FDA) regulations and guidelines, and industry best practices.

Contract & Timeline

  • Type: Sources Sought / Market Research
  • Purpose: To determine if a competitive procurement is feasible or if a sole-source award is warranted.
  • Set-Aside: None specified for this market research; however, respondents should indicate their business size (e.g., small business, 8(a), WOSB, SDVOSB, HUBZone).
  • Response Due: June 2, 2026, 2:00 p.m. local time.
  • Published: May 28, 2026.

Evaluation

The Government will review all submitted capability statements to determine if sources other than Vascular Solutions LLC can perform the required work. Responses will be considered solely for the purpose of determining whether to conduct a competitive procurement or proceed with a sole-source award. A determination not to compete is at the Government's discretion.

Additional Notes

This is not a request for competitive proposals. Capability statements should not exceed five (8.5 x 11 inch) pages, use a font size no smaller than 10-point, and be on company letterhead. They must include management, technical data, and cost information, along with convincing evidence of capability. Affirmation of active SAM registration and business size designation is required. Vascular Solutions LLC is currently the only entity with an FDA Biologics License Application (BLA) in review for this specific FDP product; a competitive award could lead to significant delays (5+ years) and costs ($15-$20M) due to new FDA requirements.

Submission: Electronically to Toloria DuVall (toloria.s.duvall.civ@health.mil) and Shannon Lertora (shannon.p.lertora.civ@health.mil). Reference Notice ID HT942726RE014 in the subject line. Proprietary information will be protected.
