Quick Summary
The Department of the Air Force is conducting a Sources Sought to identify qualified contractors for the replacement of an obsolete access control system for Unaccompanied Housing door locks in Fussa-shi, Japan. The goal is to upgrade the current offline, hardwired system to a modern, cloud-based platform. Responses are due March 11, 2026.
Scope of Work
This project involves replacing the current, obsolete access control system across 11 facilities, impacting approximately 1,164 rooms/doors. The existing system, which includes dormakaba 790 locks, RFID key cards, and the discontinued Dormakaba ATLAS software, is an offline, hardwired solution. The government seeks a new, fully-supported, modern, cloud-based system that replicates and enhances current functionality.
Core functional requirements include:
- Key Hierarchy & Access Management: Managing standard, master, single-use, and emergency keys with expiration dates.
- Resident Self-Service Kiosk: Maintaining or improving the existing kiosk workflow for residents who are locked out, which issues temporary keys and deactivates previous ones.
Design objectives for the next-generation system:
- Hardware: Support for multiple access methods (RFID, PIN, Bluetooth), simplified portable programming units, low-battery indicators, non-volatile memory for programming/audit records, durability for high-humidity environments, ease of installation and maintenance. Self-recharging mechanisms are desirable.
- Software & Management Platform: Cloud-based architecture (with offline functionality), comprehensive lock and access management (including remote programming and detailed auditing), advanced role and staff management based on schedules and access points, system customization, usability features, and integration capabilities with third-party Property Management Systems (PMS).
- Security & Privacy: Robust security features including emergency override and electronic privacy controls.
