Purpose & Scope

The requirement includes production, manufacturing, assembly, inspection, testing, packaging, shipping, and delivery. Engineering Services may also be included. The market research will support U.S. Army requirements and anticipated Foreign Military Sales (FMS).
Anticipated Contract Details
The U.S. Government anticipates meeting this requirement through one or more five-year, Indefinite-Delivery/Indefinite-Quantity (IDIQ) type contracts. Eligibility & Set-Aside
Based on market research responses, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Respondents must be registered in the System for Award Management (SAM), possess an approved DD Form 2345, have facility clearance for classified material, and be certified to receive export-controlled technical data.
Submission Requirements
Interested sources should provide detailed information on their capabilities, facilities, personnel, and past manufacturing experience, particularly in explosives processing. Responses should address plans to qualify production, details on minimum order quantity, cost range, lot sizes, and production rates for each canister type. Respondents must also assess risks (technical, performance, cost, schedule, material/supply chain, production, NRE), provide cost estimates for NRE and recurring engineering for First Article Test (FAT), and list volatile raw materials at risk. Evidence of ISO9001 or AS 9100 certification (or a roadmap to acquire it) is required. Company information, including Cage Code, UEI, POC, ownership, and business classification, must be included. Compliance with the Berry Amendment (DFARS 252.225-7008 and 252.225-7009) is also required.
Accessing Technical Data
To access Technical Design Packages (TDPs), drawings, and specifications, U.S. and Canadian contractors must submit a DD Form 2345 (Militarily Critical Technical Data Agreement), an AMSTA-AR Form 1350 (Technical Data Request Questionnaire), and a Non-Disclosure and Non-Use Agreement (NDA). These documents are prerequisites for obtaining detailed technical information necessary for a comprehensive response.
