Statement of Work (SOW) / Performance Work Statement (PWS)

To sustain and maintain the GPS.gov website by ensuring stable operations, compliance with federal web standards, and incremental feature enhancements. The goal is to ensure GPS.gov remains a reliable, accessible, and user-friendly resource for federal stakeholders and the public.

• Task 1: GPS.gov Maintenance: Maintain the Drupal-based platform, including security, performance, and accessibility updates. This involves applying core and module updates, coordinating with NOAA's Web Operations Center (WOC), ensuring compliance with federal digital standards (Section 508, USWDS), and addressing technical errors.

• Task 2: GPS.gov Enhancements and Feature Development: Implement up to three low-to-moderate complexity system changes to improve usability, content access, or backend efficiency. This includes updating components, minor admin UI updates, ensuring accessibility and responsiveness, and conducting user acceptance testing (UAT).

• Task 3: Content Governance and Training: Assist Government content managers with improving content quality, structure, and editorial workflow. This includes configuring Drupal editorial workflows, updating training materials, providing quarterly refresher training, maintaining documentation, and offering editorial guidance.

• Contractor Project Management: Status reports must be punctual, clearly articulate issues, and provide an accurate summary of work completed. Acceptable performance allows for two or fewer instances of significant errors or omissions, with reports delivered on time 100% of the time.

• Write Once, Run Everywhere Development Approach: The website must be 95% functional on iOS and Android devices with a single code base.

• Agile Development: Consistent delivery of Government-approved functionality on agreed-upon intervals.

• Schedule Adherence: Maintain perfect schedule adherence or notify the COR of anticipated overruns three business days in advance.

• Documentation: All project deliverables must be documented and accessible on a Government-provided collaboration site.

• Compatibility: The finalized website must be 100% functional on NOAA network and mobile devices.

• Period of Performance: One twelve-month base year and four option years.

• Place of Performance: Off-premise at the contractor's facility or remotely, with Contracting Officer's Representative (COR) approval.

• Technical Standards: Adherence to US Web Design System, NOAA Style and Design Guidance, Drupal coding standards, WCAG 2.0 AA, and Federal/DOC/NOAA Web Policies. Code must be simple, efficient, readable, modular, and well-documented. APIs must follow RESTful JSON architectural style.

• Ownership of Developed Code: The Government owns all contractor-developed custom code and IT intellectual property.

• Security Standards: System is rated FISMA Moderate. Contractor employees must be pre-screened. Web servers must be hardened. Security incidents must be reported to NOAA's N-CIRT. All code committed to version control. Two-factor authentication (2FA) required for administrative dashboards and ICAM SAML 2FA for user authentication.

• Key Personnel: A Project Manager/Scrum Master is required and designated as Key Personnel. Minimum requirements include PMP or Scrum Master certification, relevant experience, and demonstrated experience with Drupal 10 and Agile environments.

• Deliverables: Kick-Off Meeting, Project Management Plan, Monthly Status Reports, User Acceptance Testing Reports, and User Training and Documentation.

The National Oceanic and Atmospheric Administration (NOAA) Office of Space Commerce (OSC) is seeking information from 8(a) small businesses capable of performing tasks related to the sustainment and maintenance of the GPS.gov website.

Background: The National Coordination Office (NCO) manages the GPS.gov website, which serves as a primary tool for public outreach and education on GPS-related information. The current site faces challenges with outdated technology, limited user engagement, and accessibility issues.

Objective: To sustain and maintain the GPS.gov website, ensuring stable operations, compliance with federal web standards, and incremental feature enhancements. This includes routine maintenance, security updates, content management support, training, coordination with hosting services, and the implementation of up to three low-to-moderate complexity features to improve usability and accessibility.

Key Tasks:
