Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is to provide comprehensive personnel, labor, equipment, materials, and services for a broad range of maintenance, repair, rehabilitation, and minor new construction projects affecting real property at specified Federal facilities.

This SOW covers multiple construction disciplines, potentially including design services, for facilities at Fort Gordon, GA, Lake Thurmond (Points West Army Resort) in Leah, GA, and Fort Gillem, GA. The work is managed by the Directorate of Public Works (DPW) and supports energy and water conservation efforts.

Key areas of work include:

• Architectural Work: New construction, renovation, repair of buildings, building systems, and structures. Includes interior/exterior finishes, roofing systems, site security, and adherence to installation architectural themes.
• Civil Work: Horizontal construction, maintenance, and repair of roads, parking areas, sidewalks, utilities (water, sewer, gas, electric), drainage systems, and site infrastructure.
• Structural Work: New construction, rehabilitation, maintenance, or repair of building systems, ancillary structures, foundations, and non-building structures.
• Mechanical Work: Installation, repair, and maintenance of HVAC systems, plumbing, fire suppression systems, elevators, and fuel/gas distribution systems.
• Electrical Work: Installation, repair, and maintenance of interior/exterior electrical distribution, lighting, power systems, communication systems, and security systems.
• Safety Work: Implementation of fire protection, life safety, and force protection systems, including compliance with accessibility standards.
• Demolition: Deconstruction of facilities, including abatement of hazardous materials and site restoration.
• Incidental Work: Minor carpentry, painting, electrical, testing, reports, and surveys related to primary construction tasks.

The contract may require construction only, design services only, or a combination of both. Design services involve developing detailed construction drawings and specifications (e.g., UFGS), requiring professional certification by a licensed Designer of Record for life safety and regulatory compliance.

Work must be performed to contract standards, meeting Government-accepted commercial and industrial quality standards for fit, finish, form, and function. Final products must be complete, fully operational, and ready for Government use.

Work will be performed at Federal facilities within the contract boundaries, specifically mentioning Fort Gordon, GA, Lake Thurmond (Points West Army Resort) in Leah, GA, and Fort Gillem, GA.

• Contractor must provide all necessary personnel, labor, equipment, materials, and services.
• Adherence to all terms, conditions, specifications, and drawings is required.
• Expertise in routine construction activities and diverse engineering/design fields is necessary.
• Compliance with relevant industry codes, standards, and accessibility regulations (e.g., OSHA, UFAS, ADA, ABA) is mandatory.

The Mission and Installation Contracting Command (MICC) – Fort Gordon is seeking to identify contractors with the authorization, expertise, capabilities, and experience to support varied construction work. Any resulting contract will be a Firm-Fixed-Price Contract.
