  • Unique Entity Identifier (UEI) Number

Bidders responding to solicitations that utilize the Buy Indian Act must complete and submit this form to self-certify their eligibility. Failure to meet the definition of an "Indian Economic Enterprise" throughout the contract period can lead to penalties. The form also notes that offerors may need to be registered with the System of Award Management (SAM).

Sources Sought Notice

This Sources Sought Notice (SSN) is for market research and planning purposes by the Indian Health Service (IHS) to assess industry capabilities for "Immunization Coverage Reporting & GPRA Optimization." The goal is to improve immunization coverage rates by enhancing understanding, consistency, and utilization of immunization reporting systems across the IHS enterprise. This notice is not a solicitation and does not obligate the government to award a contract.

The project aims to develop a standardized, actionable framework, end-user guidance, and training to support service units and stakeholders in effectively using immunization data systems. Key tasks include:

• Project Planning and Stakeholder Engagement
• System and Data Source Analysis (GPRA, CRS, iCARE, RPMS, NIRS/NVC dashboard)
• Current State Assessment
• Process Mapping
• SME Engagement and Validation
• Development of Guidance and Tools (User Operations Guide)
• Training Development and Delivery
• Recommendations and Final Deliverables

Deliverables include a Project Management Plan, System Analysis Report, Current State Assessment Report, Process Maps, Guidance and User Operations Guide, Training Plan and Materials, and a Final Recommendations Report.

• Anticipated period of performance: Approximately one year from the date of award.

• Estimated period of performance: June 30, 2026 – August 29, 2027.

• Contract will be performed off-site at the contractor's facility.

• No Government-Furnished Property (GFP) will be provided.

• No travel is required or included, but must be approved if necessary.

• Responses should be in the form of a capability statement.

• Submission Deadline: April 23, 2026, no later than 5:00pm EST.

• Submit via email to cynthia.cason@ihs.gov with "GPRA Optimization – Your Company Name" in the subject line.

• Capability statements should not exceed 10 pages (excluding Past Performance).

• Format: Microsoft Word or Adobe PDF, 10-point font minimum, 8-1/2 by 11 inch paper size.

• Generic capability statements are not sufficient.

• The IHS is seeking information from Indian Small Business Economic Enterprises (ISBEE), Indian Economic Enterprises (IEE), and small businesses.

• Organizations not considered an ISBEE/IEE or small business under the applicable NAICS code (541611 - Administrative Management and General Management Consulting Services) should NOT submit a response.

• If identifying as an IEE/ISBEE, an Indian Economic Enterprise Representation Form must be submitted.

• This is for market research only and not a solicitation.

• Responses are voluntary and will not be returned.

• No payment will be made for information provided.

• The government reserves the right to use any non-proprietary technical information.

• No classified, confidential, or sensitive information should be included.
