Statement of Work (SOW) / Performance Work Statement (PWS)

To provide engineering and architectural services primarily for the USACE Mandatory Medical Center of Expertise & Standardization (MCX) and the Defense Health Agency (DHA). Support may also extend to other non-DoD customers on an as-needed basis.

This contract covers expert medical facility architecture, engineering, and planning services for new construction, renovation, additions, alterations, and demolition of various medical facilities, including clinics, dental clinics, hospitals, medical laboratories, and veterinary clinics, along with their supporting infrastructure. Work may occur globally, but the majority is expected to be performed in the contractor's home offices.

Work will be implemented through firm-fixed-price Task Orders (TOs), each detailing specific requirements, deliverables, schedules, points of contact, government-furnished information, and deliverable formats. The contractor must initiate services within 10 calendar days of TO issuance and adhere to the specified period of performance. Selection for TOs under this Indefinite Delivery Contract (IDC) will be based on qualifications.

All work must comply with current codes, criteria, standards, and regulations, including Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), and various DoD and Army Corps of Engineers standards. The contractor is responsible for professional quality, technical accuracy, and coordination of all deliverables. A Quality Management Plan (QMP) is required, with a base QMP due within 30 days of award and TO-specific QMPs due within 15 days of TO award. Government reviews will be conducted, and performance will be evaluated via CPARS.

Work locations can span the Continental United States, Alaska, Hawaii, U.S. Territories, and overseas locations (e.g., Belgium, Germany, UK, Italy, Japan, Republic of Korea). Travel to work sites may be necessary for data collection and meetings.

• Personnel: A Program Manager and a Project Manager for each TO are required. Key personnel replacement requires Contracting Officer concurrence. Organizational Conflicts of Interest (OCI) are a consideration, referencing FAR 9.5.
• Safety: Adherence to safe work practices and submission of an approved Accident Prevention Plan (APP) are mandatory, with different plan types depending on the level of site involvement (SV-AAPP, AAPP, APP).
• Security: Compliance with AT/OPSEC provisions, including E-Verify, AT Level 1 Training, installation access policies, and potentially Common Access Card (CAC) requirements, is necessary for work on U.S. Army installations. Overseas travel requires specific AT awareness training.
• Reporting: Monthly status reports are required, detailing project information, schedule, risks, and expenditures. Contractor Manpower Reporting is required via a secure Army data collection site.
• Deliverables: Submittals must adhere to specific formatting for reports, studies, design deliverables (CAD/GIS), specifications (using SpecsIntact), cost estimates (using specified software), and electronic bid sets.
• Permits: The contractor is responsible for obtaining all necessary permits.

Sources Sought Notice

This notice is a Sources Sought for market research purposes only, issued by the U.S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC). It aims to identify qualified Korean Architect-Engineer (A-E) Firms capable of providing a range of A-E services. The government is determining if this requirement can be set-aside for Korean A-E Firms. This is not a solicitation or a Request for Proposal (RFP).

The contract is intended to provide a full spectrum of A-E services for new construction, renovation, additions, alterations, and demolition of medical facilities (clinics, dental, hospitals, labs, veterinary) and supporting infrastructure. Services may include:

• A-E design services
• Criteria and specifications development/updates
• Engineering surveys and assessments
• Engineering studies
• RFP development and document preparation
• Design reviews
• Economic analyses
• Environmental documentation
• Permitting
• Feasibility studies
• Geotechnical investigations
• Topographical mapping
• Engineering design during construction
• Facility planning
• Commissioning
• Construction phase services
• Engineering research

Services may require travel to OCONUS sites, but the bulk of the work is anticipated to be performed in the A-E firm's home offices. Services will primarily support the USACE Medical Center of Expertise & Standardization (MCX) and the Defense Health Agency (DHA).

Interested Korean A-E Firms must submit a document detailing relevant experience and qualifications, addressing the questions in the Capabilities Questionnaire. Submissions should be in Times New Roman, 12pt font, not exceeding 10 pages (one-sided, 8.5" x 11").

Responses are due NO LATER THAN 12:00 P.M. Central Time on January 26, 2026.

This notice is open for responses from Korean Architect-Engineer (A-E) Firms Only. All Korean A-E Firms must be registered in the System for Award Management (SAM).

• The government will not reimburse respondents for any costs incurred.
• Responses are not offers and will not be accepted to form a binding contract.
• The government does not intend to rank submittals or provide replies.
• The Capabilities Questionnaire covers general information, corporate experience, personnel qualifications, licenses, capacity, project management, and quality control.
