Purpose & Scope
This market research aims to identify firms capable of providing comprehensive A-E services, including design, technical support, engineering surveys and assessments, studies, facility planning, commissioning, construction phase services, full medical facility design, RFP development, criteria development, and technical review assistance. These services will primarily support the USACE Medical Center of Expertise & Standardization (MCX) and the Defense Health Agency (DHA), as well as other DoD and non-DoD customers.
The scope covers expert medical facility architecture, engineering, and planning for new construction, renovation, additions, alterations, and demolition of various medical facilities (e.g., clinics, dental clinics, hospitals, medical laboratories, veterinary clinics) and their supporting infrastructure. While work may occur globally (CONUS, AK, HI, U.S. Territories, and OCONUS locations like Belgium, Germany, UK, Italy, Japan, Republic of Korea), the majority is anticipated to be performed in the contractor's home offices.
Anticipated Contract Details
Future work is expected to be implemented through Firm-Fixed-Price Task Orders (TOs) under IDCs, with selection based on qualifications. Performance will require adherence to current codes, criteria, standards, and regulations, including Unified Facilities Criteria (UFC) and Unified Facilities Guide Specifications (UFGS). Contractors will be responsible for professional quality, technical accuracy, and coordination of all deliverables, requiring a Quality Management Plan (QMP). Special requirements include designated Program and Project Managers, consideration of Organizational Conflicts of Interest (OCI), adherence to safety (Accident Prevention Plan) and security (AT/OPSEC, E-Verify, CAC) provisions, monthly reporting, and specific deliverable formats.
Eligibility & Submission
This Sources Sought is open exclusively to Korean Architect-Engineer (A-E) Firms Only. All responding firms must be registered in the System for Award Management (SAM). Interested firms must submit a document detailing relevant experience and qualifications, addressing the questions in the Capabilities Questionnaire. Submissions should be in Times New Roman, 12pt font, and not exceed 10 pages (one-sided, 8.5" x 11").
