This notice is a Sources Sought announcement by the Department of War Information Activity (DWIA) to determine the availability and technical capability of small businesses (including specific subsets) to provide a turn-key solution for one (1) 4K video production vehicle. The vehicle is intended for on-site gathering of 4K broadcast quality content, production, and uplink, with LiveU uplink and downlink capabilities and low earth orbit satellite backup.

• One (1) self-contained 4K video production vehicle.

• Ability to conduct live production with four (4) fixed cameras, two (2) roving cameras, and two (2) PTZ cameras.

• LiveU uplink and downlink capabilities with low earth orbit satellite backup.

• Vehicle must be self-contained, running on its own fuel source for engine and generator.

• Uninterrupted power supply (UPS) for approximately 10 minutes.

• Ability to transport two (2) personnel and support up to seven (7) working operational personnel.

• Specific operational positions required: technical engineer, sound operator, video switcher operator, character generator/graphics operator, PTZ camera operator, video playback, and producer.

• System integration using Commercial-Off-The-Shelf (COTS) components.

• Training for 10 personnel on vehicle operation.

• Vehicle must be the largest commercial vehicle (under 25,999 lbs) capable of supporting equipment and accommodating seven (7) personnel plus baggage.

• Vehicle must have a high roof, GPS, dash cameras, external positional lighting, 4-point stabilization system, HVAC, floor tie-down points, awning, weatherproof signal interface panel, and two (2) 20-amp weatherproof external A/C outlets.

• Fuel capacity for a 300-mile vehicle range and 12 hours of generator operation.

• Support for LiveU encoding of one (1) HD video signal and decoding of two (2) HD signals with LEO satellite backup.

• First year service and data plans for unlimited LEO support with 400GB per year for LiveU encoder and Xtend.

• Wireless camera system: two (2) wireless cameras with wireless transmission, capable of 4K at very low latency, with camera control units and intercom integration. Transmission up to 3000 feet. Roving camera system requires 90-minute battery life.

• Wired camera system: four (4) cameras using SMPTE 304M compliant connectors, capable of 4K, audio, return video, and intercom integration.

• PTZ cameras: two (2) PTZ cameras connected via hybrid fiber, supporting 4K video, with camera control station.

• Camera lenses: minimum of five (5) 18x UHD zoom, one (1) 23x UHD zoom, one (1) wide angle zoom, and one (1) 52x UHD zoom lens.

• Communications: four (4) multi-line digital hybrid, four (4) wireless interruptible fold back, four (4) wired interruptible fold back, intercom to each camera, work station, and input/output panel, internal network, and wireless phone/data service. Six (6) wireless belt packs.

• Audio Equipment: 24 channel audio mixer, wired shotgun mics, wireless/wired lavaliers, podium microphones, ENG handhelds, additional shotgun mics, stage box, and monitor speakers.

• Video Equipment: ability to record each camera's content, preview, and program output for 24 hours of 4K video; 2-M/E switcher with 24 inputs; character generator; standalone graphic capabilities; video playback.

• Test Equipment: Rack mounted HD/SD-SDI Rasterizer, portable audio analysis, portable test signal generator, monitor, digital analytics workstation, portable RF spectrum analyzer.

• Other Systems: GPS driven master clock, wall mounted clock, 360-degree security/surveillance system with recording.

• Annual service plan for two (2) site visits per year for inspection and preventative maintenance, plus support for four (4) option years.

• NAICS Code: 512110 – Motion Picture and Video Production.

• Size Standard: $40 million.

• Contract Type: Firm Fixed-Price (anticipated).

• Anticipated Time Frame: 12 Months from Date of Award (DOA) with four (4) one-year options.

• This is a Sources Sought notice for market research purposes only and is NOT a Request for Proposal.

• Responses are voluntary and no funds are available to pay for preparation.

• Interested parties should submit responses via email by 01:00 PM EST on 09 April 2026.

• Responses should include business name and address, representative's name and title, type of small business/Cage Code, available contract vehicles, two to five contracts of similar experience (detailing self-performed effort, project name, contract number, award amount, dates, owner contact, and involved companies), capabilities/qualifications, partnering arrangements, FSS contract details (if applicable), and a rough order of magnitude.

• Contractors should provide clear and unambiguous evidence of their ability to fulfill the requirement.

• Responses should not exceed 20 pages in length (single-spaced, 12-point font minimum). Line drawings, layouts, and conceptual drawings do not count towards this limit but are limited to 20 pages.

• Questions regarding the notice are due by 01:00 PM EST on 26 March 2026 via email.

• DWIA is seeking to determine the availability of small businesses, including Small Disadvantaged Businesses, HUBZone Firms, Certified 8(a), Service-Disabled Veteran-Owned Small Businesses, and Woman-Owned Small Businesses.

• To assist in deciding on a small business set-aside, respondents are encouraged to provide information on joint venturing (JV) or partnering plans.

• Responses must demonstrate the company's ability to perform in accordance with FAR 52.219-14, Limitations on Subcontracting.

• This notice does not constitute a commitment by the Government to award a contract.

• Any information submitted is for planning purposes only.

• Responses will not be returned and become Government property.

• Proprietary information must be clearly marked.

• Delivery and commissioning will be performed at DWIA Headquarters, Fort Meade, MD 20755.
