Scope of Work
This requirement is for non-personal services to provide four qualified experts in forward observer tactical fires, acquisition, and development. These SMEs will support the development, testing, fielding, and life cycle management of current and future Fire Support sensors, software, and vehicles. Specific roles include:
- Infantry Brigade Combat Team (IBCT) Support: One expert for operational, acquisition, and development expertise for IBCT Fire Support Teams and targeting systems.
- Stryker Brigade Combat Team (SBCT) Support: One expert for operational, acquisition, and development expertise for SBCT Fire Support Teams and targeting systems.
- Armored Brigade Combat Team (ABCT) Support: One expert for operational, acquisition, and development expertise for ABCT Fire Support Teams and targeting systems.
- Mission Command Software Support: One expert for operational, acquisition, and development expertise for Army's fires support mission command and control software programs.
Personnel must have an experienced artilleryman background, Fire Support and combat developer experience, and a current SECRET security clearance.

Submission & Evaluation
This is not a Request for Proposal. Interested parties must submit a capabilities statement (maximum 10 pages) via email to hunter.m.langdon.civ@army.mil. The statement should address past performance, task management, subcontractor management, technical skills, ability to perform at least 50% of the work (for small businesses), and a company profile (size, revenue, locations, UEI, CAGE code, small business qualification). The government will use responses for market research to assess market capacity and inform procurement strategy.
Special Requirements
Personnel require a SECRET security clearance. Other requirements include a Quality Control Plan (QCP), mandatory training (Anti-Terrorism, OPSEC, iWATCH, Cyber Security), and various reporting obligations. Government-furnished property includes office space, supplies, and system access.
