Statement of Work (SOW) / Performance Work Statement (PWS)

To provide Fire Support Subject Matter Expertise (SME) to the Offensive-Fires Transformation and Lessons Learned Manager (OF-TLLM) Directorate.

This non-personal services contract requires the contractor to provide four qualified experts in forward observer tactical fires, acquisition, and development. The scope includes:

• Infantry Brigade Combat Team (IBCT) Support: One expert to provide operational, acquisition, and development expertise for IBCT Fire Support Teams, targeting systems, and related vehicle/kit development, testing, fielding, and life cycle management. This includes capturing lessons learned, developing new tactics, techniques, and procedures (TTPs), and maintaining status reports on IBCT targeting systems.

• Stryker Brigade Combat Team (SBCT) Support: One expert to provide operational, acquisition, and development expertise for SBCT Fire Support Teams, targeting systems, and related vehicle/kit development, testing, fielding, and life cycle management. This includes similar tasks as IBCT support.

• Armored Brigade Combat Team (ABCT) Support: One expert to provide operational, acquisition, and development expertise for ABCT Fire Support Teams, targeting systems, and related vehicle/kit development, testing, fielding, and life cycle management. This includes similar tasks as IBCT support.

• Mission Command Software Support: One expert to provide comprehensive operational, acquisition, and development expertise for the Army's fires support mission command and control software programs, supporting both current and future versions.

• Place of Performance: Office of the Offensive-Fires Transformation and Lessons Learned Manager, Fort Sill, OK 73503.

• Operating Hours: Contractor support hours are expected between 0600 to 1800, Monday through Friday.

• Personnel Qualifications: Requires specific years of experience (e.g., 12 years for FA Fire Support, 2 years for MS Office), current SECRET security clearance, and knowledge of Fire Support equipment and concepts.

• Quality Control Plan (QCP): Contractor must develop and maintain a QCP, submitted within 30 days of award.

• Security: Personnel must have a SECRET clearance at proposal submission and maintain it. Includes requirements for personnel security clearance, installation access, and background checks.

• Training: Mandatory training includes Anti-Terrorism Level I, OPSEC Level I, iWATCH, and Cyber Security training.

• Reporting: Requires monthly status reports, weekly significant activity reports, trip reports, and annual history input.

• Government Furnished Property/Services: Includes office space, supplies, telephone, desks, system access, storage space, and Common Access Cards (CACs).

• Contractor Furnished Items: Contractor to furnish qualified personnel, materials, management, supervision, and equipment.

• Service Contract Reporting (SCR): Contractor must report ALL labor hours via www.sam.gov.

Sources Sought Synopsis

This document is a Sources Sought Synopsis issued by the Mission and Installation Contracting Command (MICC) Fort Eustis, Virginia, for market research purposes. The government is seeking to identify interested parties with the resources to support a requirement for Fire Support Subject Matter Experts (SMEs) for the Offensive-Fires Transformation and Lessons Learned Manager (TLLM) Directorate. The intention is to procure these services on a competitive basis, potentially set-aside for Small Businesses or procured through full and open competition, with the possibility of multiple awards.

• Provide user and subject matter expertise for the development, testing, fielding, and life cycle management of current and future Fire Support sensors, software, and vehicles.

• Requires personnel with an experienced artilleryman background and Fire Support and combat developer experience.

• Support materiel developers, operational units, Army Capability Mangers, Test Officers, RDECs, and HQ DA Staff.

• Ensure Fires Support systems meet user requirements and provide needed capabilities.

• Place of Performance: Fort Sill, OK 73503 (100% On-Site Government, 0% Off-Site Contractor).

• Estimated Period of Performance: One 12-month base period and six (6) 12-month option years, commencing September 2026.

• Anticipated Contract Type: Firm-Fixed Priced.

• May involve labor categories subject to the Service Contract Act or collective bargaining agreement.

• This is NOT a Request for Proposal (RFP). Responses are for informational purposes only.

• Capabilities statements should address past performance, task management, subcontractor management, technical skills, ability to perform at least 50% of the work (for small businesses), company profile (size, revenue, locations, UEI, CAGE code), and qualification as a small business category.

• The government will evaluate market information to ascertain potential market capacity, corporate resources, project management capabilities, and ability to perform under a performance-based service acquisition contract.

• NAICS Code: 541990, Small Business Size Standard: $19.5M.

• Businesses of all sizes are encouraged to respond.

• Responses will help determine if the requirement will be set-aside for Small Businesses or procured through full and open competition.

• Small businesses must perform at least 50% of the work.
