Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of Energy (DOE), through LLNS – DOE CONTRACTOR, is conducting market research via a Sources Sought Notice to identify qualified firms for PCS Module Sub-system (PCMS) Integrator Services and Manufacturing Support for the National Ignition Facility (NIF) at LLNL, Livermore, CA. This effort seeks an integrator for high-energy pulsed power modules. Responses are due April 2, 2026.
Scope of Work
The integrator will be responsible for end-to-end execution, including:
- Fabrication and Assembly: Procuring materials (except Government-Furnished Property/Equipment), fabricating mechanical/electrical elements, implementing cleanliness controls, and managing configuration/drawings for complete PCMS units (anticipated 24 units).
- Calibration and Testing: Performing checkout of subassemblies, providing a facility/test stand capable of safe full-voltage and full-current testing, and generating test artifacts.
- Installation Support: Packaging, shipping, and supporting installation, hook-up, inspection, and issue resolution at NIF capacitor bays.
PCMS units provide electrical energy to flashlamps in NIF main amplifiers, consisting of a Main Energy Storage Module (MESM), Pre-Ionization Lamp Check (PILC) cabinet, and Controls rack.
Capabilities of Interest
LLNS is interested in firms with demonstrated capabilities in:
- High-energy pulsed power system integration (multi-kilovolt, high-current systems).
- Large-scale mechanical fabrication and electrical assembly.
- Integration of spark gap switching, energy storage capacitors, inductive components, and high-voltage cabling.
- Facility and test stand capable of full-voltage/full-current testing with credible hazard controls.
- Documented QA program, incoming inspection, and configuration management for safety-significant hardware.
- Ability to mobilize to LLNL for installation activities and comply with site requirements.
Anticipated Deliverables
- Hardware: Completed PCMS units (anticipated 24), specified spare subassemblies.
- Documentation: Project management plan, fabrication/assembly procedures, as-built drawing packages, test procedures, calibration factors, shot logs, test summaries, certificates of conformance.
Submission Requirements
Interested firms should submit a capability statement (max 3 pages, excluding past performance attachments) addressing:
- Company information (legal name, UEI, CAGE, facility location(s), POC).
- Relevant experience with similar complexity/high voltage.
