• Labor Categories: Includes "Workflow Manager" with classifications of Principle, Master, Senior, and Basic.
• Anticipated Level of Effort: Specifies the estimated Full-Time Equivalents (FTEs) for each labor category:
  • Principle Workflow Manager: 1 FTE
  • Master Workflow Manager: 6 FTEs
  • Senior Workflow Manager: 4 FTEs
  • Basic Workflow Manager: 1 FTE
• Definition of FTE: An FTE is defined as an estimated 1920 hours of work.

Statement of Work (SOW) / Performance Work Statement (PWS)

The United States Naval Observatory (USNO) requires expertise in workflow management to optimize and manage processes for producing and disseminating Precise Time, Astrometry, and Earth Orientation Parameters (EOP) to the Department of Defense (DoD) and Intelligence Community (IC).

This contract involves developing and executing workflows to enhance productivity, maintain data quality, and accelerate research-to-operations processes across USNO activities. Key tasks include:

• Developing and executing workflows for timekeeping, celestial observation, Earth orientation calculation, and associated networks.

• Facilitating collaboration among multidisciplinary teams.

• Developing systematic planning initiatives to advance accuracy and reliability.

• Developing schedules and monitoring performance.

• Incorporating risk management strategies.

• Workflows must enhance productivity and maintain quality standards.

• Biweekly progress reports are required, detailing progress, problems, planned work, and anticipated deviations.

• All output products are considered "DISTRIBUTION D: DOD AND DOD CONTRACTORS ONLY" and require written permission for dissemination.

• Planning and support will be performed at USNO in Washington, DC.

• Personnel Qualifications: Contractors must provide Precise Time and Astrometry Managers with specific experience in workflow development for precise time and astrometry programs, collaboration with DoD teams, planning and risk management in relevant scientific fields, and expertise in DoD Navy workflow or acquisition policy. Various levels of competence (Basic, Senior, Master, Principal) are defined by education and years of experience.

• Security: All contractors require a Secret Clearance. Some positions may require up to Top Secret Security Clearances with SCI tickets, as specified in individual task orders.

• Government Property: USNO will provide office space, furnishings, equipment, and supplies necessary for contract performance.

• Contractor Property: All documentation, software, and reports generated will be the property of USNO and must be shareable with other government entities.

• Combating Trafficking in Persons (CTIP): Contractors must prohibit trafficking in persons.

• Facility/System Access: Contractor employees require a Department of Defense Common Access Card (DoD CAC). Access to IT systems requires background investigations (minimum NACLC for non-critical sensitive/IT-II positions, potentially SSBI for IT-I). Specific forms (SF-86, SAAR-N) and processes are detailed, with a 30-day advance submission requirement for documentation to avoid start date delays. Annual Information Assurance training is mandatory for IT system access.
