Statement of Work (SOW)

To replace the existing precision cooling systems in the Main Distribution Frame (MDF) server room at Kayenta Health Center (KHC) with modern, reliable systems that meet current and future capacity needs, ensuring year-round temperature and humidity control.

• Recover refrigerant and remove existing indoor and outdoor cooling units.

• Install two (2) new six-ton Vertiv Liebert precision cooling systems in an N+1 configuration.

• Provide outdoor condensing units with low-ambient operation capability (-20°F minimum) and variable-speed condenser fans.

• Install indoor ceiling-mounted air handlers with integrated humidifiers and condensate drains.

• Replace refrigerant piping, insulation, and supports; pressure test and evacuate.

• Verify and replace electrical disconnects, wiring, and breakers to meet NEC standards.

• Integrate Liebert iCOM or approved equal controls for environmental monitoring and redundancy.

• Conduct full startup, testing, and commissioning with factory-certified technicians.

• Provide as-built drawings, O&M manuals, and training upon project completion.

• Maintain a setpoint temperature of 20°C (68°F) ± 2°C and 45% RH ± 5% year-round.

• Low-ambient operation down to -20°F (-29°C).

• Compliance with ASHRAE TC 9.9, ASHRAE 90.1, DOE 10 CFR 431, GSA P-100, EPA Section 608, and NEC (NFPA 70).

• Award Date – December 31, 2026.

• Location: Kayenta Health Care Center, Kayenta, Arizona.

• Contractor must be licensed HVAC and electrical contractors with at least three comparable projects in the last five years.

• Technicians must hold valid EPA Section 608 certification for refrigerant handling.

• Work must adhere to KHC safety and infection control protocols.

• All disturbed areas, including roof penetrations, must be restored to equal or better condition.

• Work hours are typically Monday-Friday, 8:00 AM – 5:00 PM, with alternate hours requiring approval.

• A one (1) year workmanship warranty and a one (1) year minimum equipment warranty (five years for compressor) are required.

• Registration: Successful offerors must be registered in the System of Award Management (SAM).
• Penalties: False or misleading information is subject to legal penalties.
• Representation Section: Offerors must indicate whether they meet the definition of an "Indian Economic Enterprise" with "Indian Ownership."
• Required Fields: Name of Federally Recognized Tribal Entity, Name of the 51% owner of IEE Firm, Business Name, Certifying Signature, Unique Entity ID (UEI), and Print Name.
