Scope of Work
The project involves constructing a standard design VMS for the Army Air Defense Artillery (ADA). Key facilities include maintenance bays, a supply and support activity warehouse, organizational vehicle parking, organizational unit storage, and an oil storage building. The scope also covers special foundations, an intrusion detection system (IDS), connection to an energy monitoring and control system (EMCS), building information systems, and integrated fire protection systems. Significant civil works are required. The project will also entail the demolition of existing buildings (4040-4048) for which hazardous materials, including asbestos, lead-based paint, PCBs, mercury, and radioactive materials, have been identified in a November 2025 inspection report.
Key Requirements
This opportunity is exclusively for local sources physically located and licensed to conduct construction business in Japan. Firms must be registered with the Government of Japan for construction work and possess necessary licenses and permits. The U.S. Government will not offer "United States Official Contractor" status or certify employees as "Members of the Civilian Component" under the US-Japan Status of Forces Agreement (SOFA). All interested companies, including joint ventures, must be registered in the SAM database.
