SOURCES SOUGHT NOTICE/REQUEST FOR INFORMATION (RFI) for Laundry Cleaning Services of JSLIST Suite and Other Items

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide timely and reliable cleaning services for Joint Service Lightweight Integrated Suit Technology (JSLIST) suits and other training materials used in Chemical Casualty Care Division (CCCD) field training exercises, ensuring minimal disruption to training schedules and maintaining garment integrity.

• Pick up soiled JSLIST suits and training materials from CCCD field training exercises.

• Verify item counts and report discrepancies.

• Wash, dry, fold, and pack all items according to commercially accepted practices and specific instructions for JSLIST suits (no starch, bleach, dry cleaning, steam pressing, stain removal, or fabric softener).

• Ensure items are clean, dry, lint-free, odor-free, and free of laundry supplies.

• Pack items in specified quantities and configurations (e.g., Individual Suit Bundles, sets of gloves).

• Manage damages and replacements, with the contractor bearing the cost for laundering and replacements of damaged items exceeding a 5% loss threshold for most items, and 100% replacement for damaged JSLIST suits and head harnesses.

• Deliver clean laundered items, items found in pockets, and replacement items within seven business days of pick up.

• Provide a delivery report detailing initial and final counts, damaged/lost items, and weights.

• 5% discrepancy in item counts accepted, except for JSLIST suits which require 0% discrepancy.

• 5% loss accepted for barrack bags, laundry bags, towels, and rags; Contractor replaces items if loss exceeds 5%.

• 100% replacement of damaged JSLIST suits and head harnesses with exact size and pattern.

• Delivery within seven business days of pick up.

• Work to be performed at the USAMRICD facility, Aberdeen Proving Ground, MD.

• Specific pick-up and drop-off dates are detailed in Exhibit 2 (Laundry Service Schedule).

• Contractor must provide all necessary transportation, equipment (including laundry machines), and consumables (cleaners).

• Contractor personnel must adhere to facility security policies and restrictions.

• Contractor must provide signed non-disclosure agreements.

• Contractor must submit a Quality Control Plan (QCP) and an Analysis of Quality Control.

Performance Work Statement (PWS)

This PWS outlines the requirements for providing laundry cleaning services for government-owned chemical protective overgarments, specifically Joint Service Lightweight Integrated Suit Technology (JSLIST) suits and other training materials used by the United States Army Medical Research Institute of Chemical Defense (USAMRICD) Chemical Casualty Care Division (CCCD) during field training exercises.

The contractor will be responsible for:

• Picking up soiled laundry generated from CCCD training exercises.

• Verifying quantities of items received.

• Cleaning JSLIST suits and other training materials according to specified procedures, ensuring soil and stains are removed within limitations.

• Folding, bundling, and packing cleaned items.

• Replacing damaged or lost items.

• Delivering clean laundry and associated documentation to USAMRICD.

• Timely and reliable cleaning services to minimize disruption to training schedules.

• Effective cleaning while maintaining garment integrity.

• Accurate inventory control, minimizing losses and facilitating replacements.

• Consistent and organized folding, bundling, and packing.

• Prompt and accurate communication and reporting.

• Quality Control Plan (QCP) submission and adherence.

• Delivery of clean laundry within seven business days of pick-up.

• Specific cleaning instructions for JSLIST suits (e.g., no starch, bleach, dry cleaning; tumble dry low or air dry).

• Replacement of damaged items at no cost to the government, with specific requirements for JSLIST suits and head harnesses.

• Place of Performance: USAMRICD, Aberdeen Proving Ground, MD (Buildings E2180, E2900, E3083, E3109).

• Contractor support hours coincide with Government Facility Operating Hours (0830 to 1530 EST, Monday-Friday, excluding holidays).

• Laundry Service Schedule is detailed in Exhibit 2, with pick-up and drop-off dates coordinated with the COR/TPOC.

• Non-personal service contract.

• Contractor must provide all transportation, vehicles, and equipment for pick-up, drop-off, and laundering.

• Contractor must safeguard Government equipment and property.

• Contractor personnel require installation access and must comply with security requirements, including background checks.

• Contractor personnel shall be escorted by USAMRICD employees at all times while on-site.

• Government has unlimited rights to all documents and materials produced under the contract.

• Non-disclosure agreements are required for contractor personnel.

• A Quality Control Plan (QCP) is required, submitted with the proposal and updated upon award.

• Deliverables include QCP, Analysis of Quality Control, Non-Disclosure Statements, laundry item count confirmation, laundry drop-off, and a Delivery Report.
