Scope of Work
The requirement is for master black belt support in strategic, programmatic, and operational acquisition mission planning and business transformation/engineering. This includes continuous organizational improvement, common operating picture/balanced scorecard development and execution, and continuous process improvement project identification and selection to foster agile, adaptive, and resilient acquisition solutions for the J7 Enterprise.

Information Requested from Vendors
Vendors must submit a capability statement (limited to 7 pages) including:
- Company name, CAGE code, UEI number, mailing address, and primary point of contact.
- GSA contract number and other government-wide contract numbers (e.g., SEWP, JETS, ESI).
- Socioeconomic status(es) and business size relative to the NAICS code (R408 - Program Management/Support Services).
- Any questions or clarification requests regarding the requirement.
- Examples of direct experience as a prime contractor, including contract number, agency, scope/value, length, and the company's role.
Special Requirements
- Key Personnel: Lean Six Sigma Certified Master Black Belt with specific experience and education requirements.
- Security: Unclassified work, but IT-III or active NACI required for on-site personnel.
- Data Use: Access to Controlled Unclassified Information (CUI) requires strict confidentiality.
- Government Furnished: Laptops, email, security badges, CACs, and facilities will be provided.

Evaluation
Responses will be used to develop an acquisition strategy and potentially a future Request for Quote (RFQ). Performance will be measured against standards for accuracy, clarity, consistency, format, and timeliness, with performance goals of 95% for tasks/documents with minor defects or within agreed timeframes.
