Quick Summary
The Department of the Air Force, 30th Contracting Squadron, is issuing a Sources Sought Notice for OSP Fiber Relocation at Vandenberg Space Force Base, CA. This market research aims to identify qualified small businesses capable of performing fiber optic infrastructure engineering, furnishing, installation, and testing (EFIT) to determine a suitable small business set-aside for a future Firm-Fixed-Price contract. Responses are due April 24, 2026.
Purpose
This notice is for market research only, seeking to identify experienced small businesses for the Oak Mountain Fiber Relocation project. It is not a solicitation, and no contract will be awarded from this notice. The information gathered will inform the Air Force's decision-making regarding a potential small business set-aside.
Scope of Work
The project requires the Engineering, Furnishing, Installation, and Testing (EFIT) of a new fiber optic cable infrastructure. This includes:
- Installing approximately 10,500 linear feet of trenching for two 1.25-inch HDPE ducts, totaling 21,000 linear feet of ducting.
- Installing 15,000 feet of 36-strand, single-mode G652D rated fiber optic cable.
- Utilizing existing duct systems where feasible (approx. 750 feet).
- Installing hand holes (HH) approximately 1700 feet apart.
- Connecting from an existing Hand Hole (HH 75 AB) to a new Contractor-provided Patch Panel in Building 75.
- The work is necessitated by damage to the existing fiber optic cable due to a landslide, requiring a re-route along Station Road.
Key Requirements
Contractors must provide a full-time, on-site Project Manager and utilize BICSI certified installers with a minimum of 5 years' experience. Installation standards include a minimum depth of 18 inches for micro duct, watertight ducts, and adherence to fiber optic cable bend radius and testing standards (TIA 526-7, OTDR, OPM, Chromatic Dispersion). Compliance with federal, California state, and local environmental regulations, OSHA Safety Standards, and obtaining an AF Form 103 Dig Permit are mandatory.
