Purpose & Scope
This Sources Sought notice is for information purposes only and does not constitute a Request for Proposal. The United States Air Force requires a specific type of pelletized asphalt to enhance its Airfield Damage Repair (ADR) Program, which aims to rapidly repair damaged airfield pavements. The material will be a mixture of aggregate and pelletized asphalt.
Key Requirements
The required pelletized asphalt must meet stringent specifications:
- Composition: Mixture of aggregate and pelletized asphalt, with pellets well dispersed.
- Standards: Aggregate gradation, asphalt binder, and job mix formula must conform to UFGS-32-12-15 (paragraphs 2.1, 2.2, and 2.3).
- Pellet Specifications: Particle diameter between 0.15-in and 0.35-in, non-tacky coating, and consist of at least 88% by weight PG 76-22 asphalt binder.
- Performance: When mixed and heated to approximately 320°F, the final product must achieve an APA rutting depth of less than 4.5-mm at 240-lb wheel load and 120-psi hose pressure.
- Packaging: Material shall be packaged in 2,000-lb supersacks, stenciled with "PA" in forest green lettering (minimum 6-inch height) on at least two opposing sides. Supersacks must be delivered on wood pallets, shrink-wrapped with a minimum of 6-mil plastic wrap. A standard shipping unit is 16 supersacks (32,000 lbs).
Submission Details
Interested firms should submit a capability statement addressing specific questions outlined in the "Request for Information - Pelletized Asphalt" document. Responses are limited to 10 pages (single-spaced, Times New Roman, 12pt font), with additional materials (brochures, manuals) limited to 5 pages. Respondents should specify their business type, including SBA certifications (e.g., Small Business, 8(a), HUBZone, Woman-Owned, Service-Disabled Veteran-Owned, Veteran-Owned) based on NAICS 327320 – Ready-Mix Concrete Manufacturing.
