Statement of Work (SOW)

This Statement of Work (SOW) details the requirements for diagnosing and repairing communication faults between the Polyalphaolefin (PAO) chillers and remote manifolds located in specific labs (263, 265, 185, and 266) at Hill Air Force Base. The primary goal is to restore the backup PAO chiller system to full operational status, mitigating a significant operational risk to laboratory facilities.

• Troubleshoot: Identify the root cause of communication faults between PAO chillers and remote manifolds.

• Repair: Implement necessary repairs to restore full communication and functionality to the affected systems.

• The work requires access to PAO chillers in the Mechanical Room and remote manifolds in each specified lab.

• Testing, diagnosis, and repair will be performed on-site at Hill Air Force Base (HAFB).

• Access to the Mechanical Room and labs is required.

• The contractor must be a Subject Matter Expert (SME) on the specific PAO chiller system.

• Repairs must be completed as soon as possible to mitigate the risk of lab shutdown.

• Reference Documents: Compliance with applicable documents and standards, including Air Force Instructions (AFIs), Air Force Manuals (AFMANs), and specific codes/directives (e.g., UFC 1-200-01, ICD 705).

• Data Delivery: Contract data, including diagnostic results and repair reports, must be delivered electronically IAW CDRL requirements (A001, A002).

• Security: Compliance with all Security, Force Protection, and Antiterrorism requirements. Specific protocols for base access, identification, COMSEC, and OPSEC must be followed. Foreign nationals require specific vetting and approval.

• Government-Provided Support: Government will provide working space, utilities, and access to facilities. Government telephones are for official business only.

• Conflicts of Interest: Contractors must avoid conflicts of interest as defined by regulations.

• Environmental: Awareness of potential hazardous weather conditions.

• Travel: May be required for on-site testing, diagnosis, and repair.

This document is a Sources Sought Synopsis (SSS) for market research to identify responsible sources capable of providing diagnosis and repair of communication faults within Polyalphaolefin (PAO) chillers and remote manifolds. This is a Firm Fixed-Price Procurement intended for performance at Hill Air Force Base (HAFB).

• Troubleshoot and identify the root cause of communication faults between PAO chillers and remote manifolds.

• Repair affected systems to restore full communication and functionality.
