Statement of Work (SOW) / Performance Work Statement (PWS)

To provide portable toilets, ADA portable toilets, and hand-washing stations to the United States Military Academy (USMA) and associated activities, ensuring timely placement, consistent service, rapid emergency response, and compliance with relevant regulations.

• Furnish, install, service, relocate, and remove portable sanitation units ("units") on a task order basis.

• Services include delivery, setup, routine servicing (cleaning, restocking consumables), emergency servicing, and unit replacement.

• Units are ordered via task orders or Government Purchase Card (GPC) orders, with quantities varying and potentially reaching 100 units during peak demand (Cadet Summer Training).

• Relocation of units is required upon direction.

• Emergency service requests must be acknowledged and addressed within 24 hours, including weekends and Federal holidays.

• Replacement of unsanitary, unsafe, or damaged units must occur within 24 hours at no charge.

• Placement: 100% on-time delivery, 100% inspection.

• Service Logs: 95% compliance on each unit, 95% customer feedback.

• Unit ID: 95% compliance for unique IDs on each unit.

• Readiness: 95% compliance for fully stocked, ready-to-use units.

• Servicing: 95% on-schedule, defect-free servicing; 95% customer feedback.

• Emergency Response: On-site within 4-8 hours.

• Removal: 100% on-time removal.

• Quality Control: Contractor must submit a Quality Control Plan (QCP) within 10 days of award, addressing inspection, discrepancy identification, root-cause analysis, trend analysis, and customer feedback.

• Reporting: Monthly reports due by the 10th of each month, detailing orders processed and cleaning services performed.

• Period of Performance: BPA Contract from January 26, 2026, to January 25, 2031.

• Place of Performance: Various locations at West Point, NY, Cadet Summer Training sites, and within a 15-mile radius.

• Holidays & Hours: Support required on weekends and Federal holidays. Normal work hours are 7:30 AM–4:30 PM, Monday-Friday. Weekend & holiday support hours are 7:30 AM–4:30 PM.

• Security: Personnel must comply with USMA access policies, background checks, and obtain required badges and training.

• Key Personnel: A Program Manager (PM) and Alternate PM must be designated.

• Identification: Contractor personnel must wear Government-issued CAC or AIE badges.

• Organizational Conflict of Interest (OCI): Compliance with FAR 9.5 is required.

• Publications: Adherence to specified publications including AR 25-2, AR 530-1, EM 385-1-1, ANSI/PSAI Z4.3, and OSHA 29 CFR 1926.51.

• Government Liability: Government is not responsible for units left on-site past the authorized removal period.

This solicitation, W911SD26QA025, is for portable toilets and handwashing stations to support the United States Military Academy (USMA) at West Point, NY. The contract will be a Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) BPA (Blanket Purchase Agreement).

The contractor shall provide labor, materials, equipment, transportation, supervision, and quality control for the following services:

• Delivery, setup, and removal of portable toilets (standard and ADA compliant) and hand-washing stations.

• Routine and emergency servicing of units.

• Relocation of units upon request.

• Stocking units with toilet paper, hand sanitizer, and paper towels.

• Replacement of unsanitary, unsafe, or damaged units within 24 hours at no charge.

• Off-site storage of additional units not covered by an active task order.

• Contract Type: Firm-Fixed-Price (FFP)

• Period of Performance: January 26, 2026 - January 25, 2031

• Cancellation Ceiling: USD 1,000,000 (Funds are used up)
