This document is a market research tool to identify potential sources capable of providing services for Praxair (HVOF) Thermal Spray Equipment for the United States Air Force at Hill Air Force Base, Utah. The government is seeking information to determine if responsible sources exist and to assess if the effort can be competitively bid, potentially as a Small Business Set-Aside. This is not a solicitation, and no contract will be awarded based on this notice.

• Services Required: Management, tools, supplies, equipment, and labor to inspect, service, repair, calibrate, and certify specific thermal spray equipment.

• Location: Hill Air Force Base (HAFB), Utah.

• Equipment Status: All equipment must be adjusted, serviced, repaired, and returned to the most current Original Equipment Manufacturer (OEM) configuration.

• Frequency: Government estimates repair services will occur once per year.

• Parts Cost: Total parts cost will not exceed $10,000 for the Period of Performance (POP).

• On-site Visit: An annual on-site visit is required for inspection, service, repair, calibration, adjustment, and certification.

• Potential Contract Type: 1 Year Base + 4 - 1 Year Option Contract.

• Information Requested: Interested parties must provide Company Name, CAGE code, Point of Contact (name, phone, email), NAICS code (811310), business size status, and SAM/WAWF registration status (Y/N).

• NAICS Code: The proposed NAICS code is 811310 (Other Repair and Maintenance) with a size standard of $12.5M. Respondents who disagree with this NAICS code should provide comments and their suggested alternative.

• Response Deadline: 08 April 2026 at 3:00 pm MDT.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance-Based Work Statement (PWS) outlines the requirements for providing maintenance services for Praxair (HVOF) Thermal Spray Equipment (532 CMXS) at Hill Air Force Base (HAFB), Utah.

• Provide all necessary management, tools, supplies, equipment, and labor to inspect, service, repair (as necessary), calibrate, and certify specific thermal spray equipment.

• Conduct an annual on-site visit for inspection, servicing, repair, calibration, adjustment, and certification.

• Inspect and test equipment to determine functionality and serviceability, including critical orifices, console safeties, and pressure tests.

• Perform calibration of equipment items, including pressure gauges, digital displays, flow meters, mass flow controllers, and powder feeders.

• Provide service reports detailing work performed, cost breakdown, parts used, and type of service.

• Affix calibration labels to each device showing service provider, dates, and technician.

• Identify deficient parts to the Procurement Contracting Officer (PCO) for authorization of parts replacement.

• Perform emergency response repairs as determined by the Subject Matter Expert (SME).

• Notification to COR, Shop Supervisor, and SME at least two weeks prior to on-site work start date.

• All problems and remedies documented and reported to COR, Shop Supervisor, and SME (CDRL A001).

• Calibration labels affixed to calibrated devices.

• Emergency response within seven calendar days of notification.

• The estimated repair services occur once per year.

• Total parts cost will not exceed $10,000 for the Period of Performance (POP).

• Place of performance is Hill Air Force Base (HAFB), Utah.

• Contractor must notify COR, Shop Supervisor, and SME two weeks prior to on-site work.

• Contractor must provide a Service Report (CDRL A002) and Equipment Certifications (CDRL A003).

• Contractor must submit a Quality Control Plan (QCP) (CDRL A004) within 30 days of award.

• Contractor must implement a Safety Plan (CDRL A005) within 15 days of award.

• Contractor must submit a Mishap Report (CDRL A006) within one hour of incidents.

• Adherence to safety and health standards, including OSHA and VPP requirements.

• Compliance with security, force protection, and operations security requirements.

• Contractor personnel must be clearly identified at all times.

• Contractor must comply with environmental laws and regulations.

• Contractor must follow utilities conservation practices.

• Contractor must report environmental spills immediately.

• Contractor must follow Foreign Object Damage (FOD) and Tool Control guidance.

• Contractor must comply with motor vehicle and housekeeping standards.
