• Weighing of stone must be done on approved public or privately owned scales.

Sources Sought Notice

This notice is issued by the U.S. Army Corps of Engineers (USACE), Kansas City District (NWK), to conduct market research for the Rathbun Lake Project Shoreline Stone Protection, Rip Rap Quarried from USACE-approved sources and Delivery. The goal is to identify interested parties with the resources to support this requirement. The anticipated delivery portion of the contract will be subject to Service Contract Act (SCA) Wage Determinations. The services are intended to be procured on a competitive basis.

• The core requirement involves providing quarried stone (rip rap) for shoreline protection at Rathbun Lake Project, Centerville, IA.

• Delivery of the stone is required.

• The North American Industry Classification System (NAICS) Code is 212312 “Crushed and Broken Limestone mining and Quarrying", with a Small Business Size Standard of 750 Employees.

• Interested firms must submit a Capability Statement demonstrating their ability to perform these services.

• Submissions must include:

  • Company Profile (Name, Address, POC, Phone, Email, CAGE/UEI)
  • Socio-Economic Status (e.g., Large, Small, HubZone, SDVOSB, 8(a), WOSB)
  • Joint Venture information (if applicable)
  • Quarry Location & Approval Status (specific bed, quarry location, and approval status; mobilization distance to quarry and delivery site)
  • Logistics Capability (ability to meet a minimum delivery rate of 1,500 tons per day using standard end dumping trucks)
  • Technical Testing Capability (experience with physical testing per ASTM standards)
  • Relevant Experience (up to three similar USACE stone protection or riprap projects completed in the past five years)
  • Ability to comply with FAR 52.219-14 Limitations on Subcontracting.

• Responses shall not exceed fifteen (15) pages and must be in Adobe pdf format.

• The deadline for responses is 12:00 P.M. (CST) on June 22, 2026.

• Email is the preferred method of delivery.

• Based on responses, the requirement may be set aside for small businesses (in full or in part) or procured through full and open competition. All Small Business Set-Aside categories will be considered.

• This is a Sources Sought Notice for informational purposes only and is not a Request for Proposal (RFP), Request for Quote (RFQ), or Invitation for Bid (IFB).

• No contract will be awarded from this notice, and no reimbursement will be made for costs associated with providing information.

• Telephone inquiries will not be accepted.
