Quick Summary
The Department of the Air Force is conducting a Sources Sought market research effort to identify qualified contractors for the replacement of a radar generator at B2021 at Columbus Air Force Base, Mississippi. This project involves a design-build approach for a new diesel generator system, fuel system, ATS, exhaust, and load bank. Responses are due by March 12, 2026, at 3:00 PM CST.
Purpose
This is a market research initiative by the Infrastructure Flight of 14 Contracting Squadron (14 CONS) to identify potential sources for a firm-fixed-price Construction contract. The Government is seeking information to determine contractors capable of providing all required items and services for the radar generator replacement. All information provided is strictly voluntary and will be used for planning purposes.
Scope of Work
The project requires a design-build approach to replace the backup generator system serving the Radar site (B2021). Key components include:
- Generator Replacement: Demolition of the existing 277/480V 128 kVA Kohler generator and installation of a new diesel Cummins generator (not exceeding 128 kVA) with a preheat system, capable of starting and accepting load within 15 seconds.
- Fuel System: Demolition of the existing fuel tank and lines, and installation of a new double-walled fuel tank providing at least 72 hours of run time, including a new fuel level alarm and day tank.
- Automatic Transfer Switch (ATS): Demolition of the existing ATS and installation of a new 4 Pole/4 Wire system with overlapping neutral.
- Exhaust System: Demolition of the existing exhaust system and installation of a new, environmentally compliant system.
- Load Bank: Demolition of the existing 100 kW Load Bank and installation of a new one, with control programmed into the new ATS.
- Downtime: Critical facility downtime must be coordinated and approved by the government; prolonged outages require the contractor to supply and operate a mobile generator system.
- Performance Standards: New system must match or exceed existing capabilities, with 100% one-step load acceptance and unbalanced load capability.
- Special Requirements: Design work by licensed professionals, compliance with UFCs, ETLs, codes, and Columbus AFB IFS. QCP, safety, hazardous materials management, recycling, and storm water protection are also required.
