Performance Work Statement (PWS)

This PWS outlines the requirements for providing Special Operations Forces Austere Medical Technician (SOFAMT) training to non-medical personnel. The goal is to equip these individuals with critical medical skills for operations in austere or denied environments where traditional medical support is unavailable.

• Training Program: A nine-week course comprising a six-week Distance Learning (DL) phase and a three-week resident phase.

• Phase 1 (DL): Contractor-provided online training covering National Registry Emergency Medical Technician Basic (NREMT-B), Advanced Medical Life Support (AMLS), and Prehospital Trauma Life Support (PHTLS).

• Phase 2 (Resident): Three weeks of classroom instruction and certification testing at Fort Bragg, NC, covering NREMT-B, AMLS, PHTLS, and Tactical Combat Casualty Care (TCCC) Tier 3. Includes clinical medicine, austere emergency care, prolonged field care (PFC) scenarios, and familiarization with civilian health service support systems.

• Culmination Exercise (CULEX): An optional CLIN for a simulated Irregular Warfare (IW) environment exercise, potentially lasting up to 5 days, conducted within 200 miles of Fort Bragg, NC.

• Refresher DL: A one-week NREMT-B DL refresher course, offered up to five times per fiscal year, to facilitate continuing medical education (CME) for recertification.

• Attendees must achieve certification in NREMT-B, AMLS, PHTLS, and TCCC Tier 3.

• Contractor must maintain a minimum of 90% pass rate for NREMT-B within the last two years.

• Contractor must have experience providing SOFACC programs within the last two years.

• Quality Control Program (QCP) required, detailing inspection, discrepancy identification, and corrective action procedures.

• Period of Performance: April 6, 2026 - June 12, 2026.

• Place of Performance: Phase 1 (DL) is remote; Phase 2 (Resident) is at Fort Bragg, NC; CULEX (if optioned) at contractor-provided facilities.

• Personnel Qualifications: Instructors must be certified and accredited for NREMT-B, AMLS, PHTLS, and TCCC Tier 3. Key personnel require specific SOF medical and operational experience.

• Security: Contractor personnel must meet security requirements for access to government facilities, including background checks and adherence to installation policies.

• Contract Type: Firm Fixed Price (FFP) Task Order.

• Student Capacity: Maximum of 18 students per class, minimum of 6.

• Course Frequency: Up to four SOFAMT producing courses per contract year planned.

Sources Sought Synopsis

This document is a Sources Sought Synopsis for market research purposes only, to assist the Government in determining the appropriate acquisition strategy for Special Operations Forces Austere Medical Technician (SOFAMT) Training. The Government is seeking responses from large and small businesses capable of performing the required services, including various socio-economic categories (SB, SDB, SDVOSB, WOSB, HubZone). This is NOT a Request for Proposal (RFP); responses are not offers and will not be used for evaluation in a resultant solicitation. Participation is voluntary, and the Government is not responsible for any costs incurred.

• Phase 1 (Distance Learning): Six-week instructor-led virtual training for NREMT-B, AMLS, and PHTLS.

• Phase 2 (Resident): Three-week on-site course at Fort Bragg, NC, covering NREMT-B, AMLS, PHTLS, and TCCC Tier 3.
