Quick Summary

The Defense Logistics Agency (DLA) at Aberdeen is conducting a Sources Sought (SS) announcement on behalf of the Army Integrated Logistics Supply Center (ILSC) to identify potential manufacturers and suppliers for Airborne Single Channel Ground and Airborne Radio Systems (SINCGARS) hardware, specifically NSN 5895-01-349-8108, P/N A3106254-1, Keyboard, Data Entry. This is market research to determine if sources exist beyond the current approved manufacturers (Bowmar LLC and CMC Electronics Inc.). Responses are due by January 27, 2026.

Purpose

The government seeks to sustain the SINCGARS radio system by identifying capable sources for critical, high-reliability electroluminescent panel and keyboard assemblies designed for the Airborne SINCGARS Radio Control Set C-11466A/ARC-201A(V). These parts must withstand nuclear environments, including electromagnetic pulses. The DLA currently possesses only a Source Control Drawing (SCD), not a complete Level III Technical Data Package (TDP), and seeks to understand industry's capability to meet these stringent requirements. This market survey will inform future acquisition strategies and potential small business set-asides.

Requirements

Vendors must be able to supply OEM parts or exact Form, Fit, Function (FFF) equivalents, which must be new, unused, in original packaging, and fully traceable to the original manufacturer. Items must meet applicable military and industry standards for ruggedized tactical communications equipment, including environmental tolerances, shock/vibration, and MIL-grade connector specifications. Vendors should also provide details on delivery, logistics, Minimum Order Quantities (MOQs), unit pricing, and warranty terms.

Technical Data Package (TDP) Access

A Source Control Drawing (SCD A3106254, Revision H) is available upon request. This drawing is ITAR controlled and requires an active status in the Defense Logistics Agency Joint Certification Program (JCP), an approved DD2345, a signed Non-Disclosure Agreement (NDA), and CAGE verification in SAM. Requests for the TDP must be submitted to DLA.Aberdeen.SourcesSought@dla.mil within 7 days of the SSA posting.

Vendor Response Content

Interested sources must submit information demonstrating their capability, including:

  • Proof of being a vendor to a listed source or an approved source by L3Harris Technologies, Inc. (OEM).
  • For new sources seeking approval: drawings, test results, and procedures.
  • Lead time, production capacity, past performance on similar NSNs/SINCGARS, and pricing models.
  • Company information: Point of Contact, CAGE code, UEI/DUNS, and business classification.
  • A Contractor Questionnaire (DLA-Aberdeen-26-015) must also be completed.

Contract & Timeline

  • Type: Sources Sought (Market Research)
  • Set-Aside: None specified (for market research purposes to determine future set-aside potential)
  • Response Due: January 27, 2026, 9:30 PM EST
  • Published: January 15, 2026

Additional Notes

This is for planning and market research purposes only and does not constitute a Request for Quote or Proposal. The government does not intend to award a contract based on this SSA and will not reimburse costs associated with response preparation. All inquiries must be submitted via email to the technical point of contact.
