Sources Sought Synopsis Notice

This document is a market research tool to determine the availability and capability of potential sources for the "OINS/Protective Intelligence Monitoring Platform Software" requirement. The Government is not soliciting proposals at this time and will not pay for any information provided. The responses will help determine the acquisition method and whether it will be set-aside for small businesses.

Details of the services required are available in the attached draft Statement of Need (SON).

Contractor site or Government site.

Interested firms should submit a capability statement addressing:

• Business name, address, and contact information.

• Company size and socio-economic status.

• CAGE Code.

• Available prime contract vehicles (e.g., ENCORE III, SETI, CIO-SP4, SEWP V, GSA OASIS, Alliant II, VETS II, STARS III, MAS).

• How the company's expertise meets the requirements in the draft SON.

• A rough order of magnitude (ROM) for the requirements.

• Capability statements must not exceed 5 pages.

• Submissions must be electronic, emailed to Dgreen@doc.gov and CPalmer@doc.gov.

• The email subject line must be: "Response to Sources Sought Notice – OINS/Protective Intelligence Monitoring Platform Software."

• The deadline for submission is March 09, 2026, by 12:00 pm EST.

All certified small business entities are encouraged to submit a capability statement. The Government will review market information to ascertain market capacity and may set aside the requirement for small businesses or procure through full and open competition.

Telephone inquiries will not be accepted. Late responses will not be considered.

Statement of Need (SOW/PWS)

To acquire a cloud-based, externally hosted Open-Source Intelligence (OSINT) and digital threat monitoring platform to enhance the detection, assessment, and response to emerging threats for executive protection operations.

• Provide continuous, real-time threat identification and alerting for protective intelligence.

• Monitor potential threats to one protected subject, with scalable options for more.

• Assess the subject's publicly exposed digital footprint, associated assets, and travel plans.

• Identify, assess, and monitor threats across social media, digital/traditional media, surface web, deep web, and dark web environments.

• Support threat identification and identity-resolution research.

• Provide geospatial awareness capabilities for monitoring and alerting on threats to protected facilities worldwide.

• Offer real-time monitoring and alerting via desktop and mobile applications.

• Include customizable dashboards, live monitoring, and subject-based queries.

• Provide integrated case-management functionality for archiving, reporting, and tracking threats.

• Cloud-Based SaaS Platform: Vendor-hosted, accessible via web browsers, compatible with restricted government networks.

• Scalable Subject Support: Initial support for one subject, with ability to scale.

• Automated Real-Time Alerting & Mobile Accessibility: Notifications for emerging threats, mobile app for alerts and response actions.

• Comprehensive Monitoring Coverage: Surface web, social media, deep web, dark web, digital/traditional media.

• Geospatial Awareness: Global mapping and visualization for at least ten locations per subject.

• Impersonation and Exposure Detection: Real-time flagging of impersonation, doxing, fraudulent accounts, and exposed personal information.

• Investigative Reporting and Case Management: Tools for assessment, documentation, and dissemination of threat information.

• Security and Compliance Documentation: Support for the Department's IT security review process.

• 12-month base period and four (4) 12-month option periods.

• Licensing delivered as a cloud-hosted, subscription-based service.

• Includes all software updates, system enhancements, maintenance, and vendor-provided training.

• Scalable flexibility in user access levels and support for expanding the number of protected subjects.

• Training includes initial onboarding and ongoing instruction.
