Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Computer Numerical Control (CNC) services to support the operation and programming of a vertical machining center at the Idaho Army National Guard (IDARNG) Combined Support Maintenance Shop (CSMS) facility.

• Provide perpetual license granting and software support services for one (1) Hass VF-4SS CNC Mill (3-axis with 3+2 positioning capability) and one (1) Hass A-TL-2 CNC Lathe.

• Services include delivery, installation, and configuration of CNC software licenses.

• Post-processor configuration for CNC machines.

• Operator training.

• Technical support and updates.

• Documentation.

• The software must provide Computer-Aided Design (CAD) capability and be proficient in CAD software (e.g., Mastercam) to generate CNC machine toolpaths compatible with Government equipment.

• The system must support development, editing, simulation, and execution of CNC machining programs using industry-standard G-code.

• Software license must be perpetual, unlimited duration, with no time limitation on operation, single Government workstation license, and compatible with Windows 11 PCs.

• Software must be capable of importing STEP and DXF files.

• Training must be tailored, instructor-led, for up to 4 participants, covering all software components, and completed within the period of performance.

• Technical support must be provided by phone during regular business hours (0730-1600, Tue-Fri), with 95% of requests receiving a response within 4 business hours.

• Software manuals must be delivered with the software, be 100% complete, and in English.

• Period of Performance (PoP): One (1) Base Year of 12 months and four (4) 12-month option years.

• Place of Performance: IDARNG CSMS facility or virtually. Services to be provided Tuesday through Friday, 0730-1600, excluding recognized US holidays or facility closures.

• Contractor personnel must comply with all applicable installation/facility access and local security policies and procedures.

• Awareness Training (AT) Level 1 must be completed by all contractor employees requiring access to Army installations within 30 calendar days of contract start date.

• COMSEC/IT security protocols must be followed.

• Contractor employees must have favorable background investigations or security clearances commensurate with the information processed.

• Compliance with the Government's Acceptable Use Policy (AUP) for Government Information Systems is required.

• Information Assurance (IA) training is required.

• Protection of Personally Identifiable Information (PII) is mandatory.

• Contractor must ensure all employees possess required licenses for operating CNC support and software. The Government does not provide training; contractors must ensure personnel are fully trained, licensed, certified, and qualified.

• Contractor shall designate a Contract Manager (CM) with full authority to act on all contract matters.

• Contractor employees must identify themselves as contractors and wear identification badges.

• Zero tolerance policy regarding trafficking in persons.

Sources Sought / Request for Information

This notice is issued for market research purposes to identify businesses capable of providing Brand Name or Equal Computer-Aided Manufacturing (CAM) software licenses, maintenance, and training. The IDARNG is seeking information to determine market capabilities and potential acquisition strategies, including the feasibility of a 100% Small Business set-aside for a future requirement. This is NOT a Request for Quotation (RFQ) or a promise to issue one.

• A complete CAM software solution to support fabrication and machining operations utilizing Phillips Haas CNC machines (VF-4SS CNC Mill and A-TL-2 CNC Lathe).

• Integration with existing MasterCam CAD environment.

• New software maintenance.

• Two (2) perpetual licenses.

• Annual maintenance/software support.

• Training for up to 4 participants.

• Items to be delivered electronically or FOB Destination to Boise, ID 83705 within 30 days of award.

• The acquisition will be conducted on a Brand Name or Equal basis.

• NAICS Code: 541519 – Software Publishers (Small Business Size Standard: $34 million).

• Interested parties must submit a capabilities statement (max 5 pages) electronically via email.

• Response Due Date: 06 MAY 2026, 4:00 Mountain Standard Time.

• Capabilities statement must include:

  • Company Profile (name, address, POC, UEI, CAGE code)
  • Business Size Status (under NAICS 541519)
  • Capability Narrative (demonstrating technical ability, including documentation for "or equal" solutions)
  • Authorization (reseller/distributor status)
  • Non-Manufacturer Rule (NMR) status
  • List of existing Contract Vehicles (GWACs, GSA Schedules, IDIQs)
